This position is in the Agricultural Research Service (ARS), Field Organization, Plains Area (PA), Oklahoma and Central Plains Agricultural Research Center located in El Reno, OK. In this position, you will serve as Chairperson of the Safety and Health Committee, keeping the committee informed of safety regulations as they apply to the location research sites and activities.

Duties

Prepares and maintains accurate documentation/record of all safety-related matters to assure compliance with State and Federal regulations. Coordinates Occupational Health Maintenance Program ensuring that individuals working with chemicals participate. Serves as contact person for vendor(s) under contract for hazardous waste disposal. Coordinates packaging and organizes program for hazardous waste disposal. Develops a rapid response plan for chemical spills and safety related emergencies for the location. Joins the Cluster Safety Officer in annual safety inspections, intermittently conducts independent inspections of offices and laboratories, and assists in actions to be taken to avoid accidents and injuries. Analyzes accident and injury reports, studying data to discover trends and mishap causes, and develop recommendations for eliminating or controlling the hazards detected.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. GS-07: Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-07 includes one year of specialized experience comparable to GS-05 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience maintaining documentation of safety-related matters to assure compliance with State and Federal regulations; developing a response plan for chemical spills or safety related emergencies; and developing recommendations for eliminating or controlling hazards detected in accident and injury reports. OR Education: Completion of 1 full year of graduate level education in a related field of study. Related fields of study may include safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Superior academic achievement in a Bachelor's degree program. Completion of a bachelor's degree, with Superior Academic Achievement (S.A.A.). Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, as described above. S.A.A. is based on (1) A grade point average of B (a GPA of 3.0 or higher) for all completed undergraduate courses, or those completed in the last 2 full years of undergraduate study; OR (2) A grade point average of B (a GPA of 3.5 or higher) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study; OR (3) Rank in the upper one-third of your class in the college, university, or major subdivision; OR (4) Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. OR A combination of graduate level education and experience as described above. GS-09: Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience drafting documentation of safety-related matters to assure compliance with State and Federal regulations; maintaining Material Safety Data Sheets collection for all chemicals in use; and analyzing accident and injury reports to discover trends and mishap causes. OR Education: Completion of a master's or equivalent graduate degree in related major fields of study; or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Related degrees include safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR A combination of graduate level education and experience as described above. Physical Demands: A significant amount of work is performed in an office environment. However, inspection of facilities frequently involves climbing ladders, working on roofs, etc., and crouching and crawling under structures. There may be need for the incumbent to lift and carry moderately heavy objects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
