Duties

WHAT IS THE WAGE AND INVESTMENT (W&I)DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Wage & Investment Service Centers, ID Theft/Victim Assistance Field, Planning and Analysis The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Accomplishes various analytical studies and/or projects to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs. Prepares action plans and schedules for project accomplishment, both short and long-range; ensures that plans are consistent with Service goals, schedules, and policies. Conducts in-depth analyses of project data, requirements, and impact; identifies problem areas and determines how to resolve them. Performs complex operational reviews, prepares comprehensive program analyses/evaluations, and/or provides guidelines pertaining to the effectiveness of program operations in meeting established goals and objectives. Prepares feasibility studies, directives, memoranda, policy statements, written guidelines and recommendations, oral and written presentations, and/or conducts briefings to communicate findings, advice and recommendations, implementation plans, directives, and guidelines to managers and executives. Recommends decisions for program staffing; develops changes in methods, procedures, and techniques to improve baseline measures; conducts studies of employee/organizational efficiency and productivity; and recommends changes and improvements in organization, staffing, work methods and procedures. Monitors status and resources to meet goals and objectives and recommends adjustment of work plans and resources for project accomplishment. Plans, coordinates, and establishes operating methods and procedures for accomplishment of project assignments and mission, and/or directs the development and accomplishment of employee training relating to the project.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-11 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience includes: Experience with qualitative and quantitative techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; Experience with operations and programs to perform studies and evaluations, and make recommendations for changes and improvements; Experience recommending alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures; Experience with management principles and processes to perform project management duties and effectively coordinate and integrate project objectives; Experience applying communication techniques sufficient to present plans and proposals convincingly and negotiate; Experience with extracting and interpreting raw data from various database information systems to write queries and formulas for various reports for senior level management; Experience providing Visual Basic updates via MS SharePoint Designer or comparable software to ensure compatibility with established criterion and increase program efficiency; Experience with MS Office or equivalent software programs to sort and organize data in various forms and between software applications (for example: spreadsheets, charts, graphs) OR EDUCATION: A Ph.D. or equivalent doctoral degree OR Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree OR D. LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". SPECIALIZED EXPERIENCE GRADE 12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience includes: Experience with a wide range of evaluative and analytical methods, management and organizational techniques to establish criteria for identifying and measuring accomplishments and progress, revising methods and developing new approaches and analyzing the impact of changes and make recommendations; Experience with functional programs, operations, work processes and related administrative activities to identify actual or potential problem areas, and deficiencies; Experience working with project management tools and techniques to plan, schedule, implement, closeout, and evaluate complex projects and studies; Experience with oral communication techniques sufficient to present findings, deliver briefings, and negotiate solutions to disputed recommendations; Experience with written communication techniques to prepare project papers, reports, manuals, and directives; Experience with extracting and interpreting raw data from various database information systems to write queries and formulas for various reports; Experience providing Visual Basic updates via MS SharePoint Designer or comparable software to ensure compatibility with established criterion and increase program efficiency; Experience with MS Office or equivalent software programs to sort and organize data in various forms and between software applications (for example: spreadsheets, charts, graphs).
