You will serve as a Student Trainee (Contracting) in the Corporate Operations Directorate (COD) of NAVY SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status. This appointment is temporary Not to Exceed 5 years. For additional information regarding this temporary appointment, please refer to "Additional Information" section below.

Duties

You will procure supplies, services, and equipment primarily through formal advertising, or through limited use of negotiation techniques to customers as a member of a team. You will review requisitions to determine that proper specifications or purchase descriptions are included in solicitation documents. You will evaluate bids or proposals for compliance with specifications or purchase descriptions and applicable clauses. You will select clauses to cover special conditions, such as inspection and acceptance, marking and packaging, quantity variation, price differential, or transportation costs. You will consider financial responsibility of suppliers by evaluating contract performance on previous contracts. You will meet with commercial representatives to discuss procurement needs, quality of items or services, current market prices, or delivery schedules. All work is reviewed and signed by a Senior Contracting Officer. Assignments are designed to be developmental to increase the employees skill and knowledge.

Requirements

  • Must be determined suitable for federal employment.

  • You will be required to obtain and maintain final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

For the GS-04 Grade Level: To be eligible for the GS-1199-04, you must meet the following level of education requirement: You must have successfully completed 2 full academic years of post-high school study or an associate's degree. For the GS-05 Grade Level: To be eligible for the GS-1199-05, you must meet the following level of education requirement: You must have successfully completed 4 academic years of post-high school leading to a bachelor's degree or equivalent degree.
