About the Position: This position is located at the Maneuver Center of Excellence (MCOE), Fort Moore, Ga. The MCOE is located 100 miles south of Atlanta, Georgia, and is adjacent to Columbus, Georgia and Phenix City, Alabama. The geography and climate are ideal for year-round military training.

Duties

Incumbent works under the general supervision of the Army Community Service Chief, Family Advocacy Program Manager. Provides Professional assistance to active-duty military and retired military personnel, and their family members. Serves as the Acting Family Advocacy Program Manager when needed. Promotes awareness of the nature of family violence and publicizes services available problems throughout the installation and in partnership with local social service agencies. Serves as subject matter expert within on the dynamics of abuse, treatment and prevention modalities, psychosocial issues, social service delivery, case management and psycho educational approaches to assist individuals and families. Works to ensure direct services such as temporary shelter, short-term crisis intervention, medical treatment and follow-up services, 24-hour hotlines, and support group are available and accessible. Develops, conducts, supervises variety of psycho-educational training programs, e.g., parenting, stress and conflict management, couples’ communication/relationship enhancement, child safety, developing personal responsibility, building self-esteem. Implements the Victim Advocacy Program, by providing direct services in response to incidents of child and spouse maltreatment. Reports incidents as appropriate, making referrals and linkage to services, and educating survivors of abuse on their rights as military Families. Assesses the special needs of active duty, and retired soldiers, and their family members residing on the installation and in the surrounding community to identify emerging trends. Promotes family safety, identification of required services and trainings to promote coping skills, autonomy and resilience. Provides crisis intervention, intake and referral for active-duty military and family members. Responds in rotating 24-hour crisis line. Coordinates with local medical treatment facilities and agencies to ensure that services such as temporary shelter, short-term crisis intervention, medical treatment/follow up services, 24-hour hotlines, foster care, respite care, and support groups. Develops contacts with key resource persons from social services, Soldier and Family Assistance, Department of Social Work, emergency shelters, on and off the installation that provide peer support and counseling. Responds to incidents of Problematic Sexual Behaviors in children and youth by completing forms, contacting and meeting parents as needed; Provides education on childhood sexual development. Under the direction of the FAPM, directs work of subordinate personnel and/or team leads, and contract personnel. Assigns work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees, evaluates work performance of subordinates, and provides recommended ratings of record. Interviews candidates for subordinate positions - recommend hiring, promotion, or reassignments; takes disciplinary measures, Assures the timely performance of work and that quality and professional standards are met. Develops an administrative team and support staff that can effectively ensure FAP programs comply with the accreditation standards as well as budget and suspense requirements. Provides oversight of completion and tracking of Client Tracking System (CTS) and Monthly Management Reports. Serves as subject matter expert within on the dynamics of abuse, treatment and prevention modalities, psychosocial issues, social service delivery, case management and psycho educational approaches to assist individuals and families.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires regular contact with children under the age 18 and a favorable determination of suitability to do so (CNACI).
  • Must be available to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • This position requires participation in 24-hour rotation emergency coverage but not more than 2 or more consecutive weeks at a time.

Basic Requirement for Supervisory Social Worker: Degree: Master's degree (or higher degree) in social work from a school accredited by the Council on Social Work Education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes providing technical guidance and developing procedures pertaining to the family advocacy program; ensuring the daily operations of the family advocacy program are in compliance with regulations; documenting abuse cases; ensuring clients have an understanding of and access to all the services available on the installation and within the local surrounding community. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Social Work. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
