Duties
This position serves as the Cultural Resources Program Manager for Katmai National Park and Preserve (KATM), Aniakchak National Monument and Preserve (ANIA), and Alagnak Wild River (ALAG). The incumbent will serve as a member of the park's leadership team in representing the Cultural Resources division and will act as the subject matter expert on cultural resources within the park, including historic structures, archeological sites, cultural landscapes, and anthropological and ethnographic resources. The Cultural Resources Program Manager conducts and supervises specialized work related to the preservation of park cultural resources, such as field archeology, compliance archeology, historic research, subsistence management, and Tribal consultation.
As the Cultural Resources Program Manager, major duties include:
Carrying out program management duties for three park units by developing work plans and schedules, scopes of work, cost estimates, and proposals or grants to justify funding requests and accomplish goals.
Developing and implementing long range plans for the inventory, evaluation, documentation, preservation, research, and interpretation of the park's cultural resources including archeological sites, cultural landscapes, historic structures, and ethnographic resources.
Evaluating and incorporating latest scientific research, best practices, guidelines, and legal requirements into the successful management of cultural resources.
Developing and maintaining effective working relationships with other agencies, Tribal partners, the State Historic Preservation Office, community members, and other entities.
Serving as a member of the park management team and advises the superintendent and park staff on cultural resource related matters.
Supervising permanent, seasonal, and temporary employees in professional and technical cultural resources occupations.
Qualifications
All qualifications must be met by the closing date of this announcement-02/07/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. BASIC REQUIREMENT:
To qualify for this position at the GS-12 grade level, you must possess at least one of the basic requirements for the Historian 0170 series, Anthropology 0190 series, or Archeology 0193 series as follows:
Historian, 0170 series:
Degree in history; or related field that included at least 18 semester hours in history. You must include transcripts.
OR
Combination of education and experience: courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown above, plus appropriate experience or additional education. You must include transcripts and number of hours worked per week.

Anthropology, 0190 series:
Degree in an appropriate field of anthropology. You must include transcripts.
OR
Combination of education and experience: courses equivalent to a major, or a combination of courses totaling at least 24 semester hours in an appropriate field of anthropology, or related course work, plus appropriate experience or additional education. You must include transcripts and hours worked per week.
OR
Four years of appropriate experience in anthropology performing research, museum work, or similar professional-level work. You must include hours worked per week.

Archeologist, 0193 series:
Degree that included semester hours as described in Parts A, B, and C as follows:
Part A: Bachelor or higher degree that includes 3 semester hours each in the following 5 course areas:
History of archaeology;
Archaeology of a major geographical area such as North America or Africa;
Regional archaeology, archaeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development;
Theory and methods of archaeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating and analytical techniques;
Archaeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work, and
Part B: Have taken six semester hours of related course work in geography, geology, or cultural geography; history, historiography, or historical archaeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying; and
Part C: Have completed archaeological field school. You must include transcripts.
OR
Degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements above (including archeological field school). You must include transcripts.
OR
Combination college-level education or training that provided knowledge equivalent to that described above, plus appropriate technical experience or additional education. You must include transcripts and hours worked per week.
OR
Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher-grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. You must include hours worked per week in your resume.

In addition to meeting at least one of the basic requirements listed above, to qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: conducting or leading historic, archeological, anthropological, or ethnographic research; providing consultative services on matters related to archeological and historic resources; monitoring or surveying archeological sites, historic structures, and cultural landscapes; developing cultural resources or historic preservation planning documents; consulting with affiliated tribes and state historic preservation offices; or supporting projects through the compliance process and completing required documentation under the National Historic Preservation Act (NHPA). You must include hours worked per week.
