This position is located in the Community Housing and Outreach Services (CHOS) Program Office, within the Social Work Department under Social Work Service Line of VA Puget Sound Health Care System (VAPSHCS) in Seattle, Washington. The CHOS program is responsible for administering 1,600 vouchers, 295 transitional beds and 32 contracted beds. This program is the largest in VISN 20 providing support to 11 different Housing Authorities, both rural and urban.
Duties
Duties include but are not limited to the following:
Responsible for the management and planning of all the administrative aspects of the Community Housing and Outreach Services Program.
Facilitates top managerial decisions to expend or acquire resources, change policies or procedures and resolve contentious issues to achieve organizational goals.
Responsible for preparing information and reports for departmental, facility and VISN leadership.
Performs the full range of administrative services to CHOS including administrative, management, budget oversight, and program analyst duties that require the analytical ability, judgement, discretion and knowledge of CHOS, as well as the overall Social Work Service Line.
Performs quarterly workload, productivity, labor allocation, and cost studies, using quantitative and qualitative data.
Forecast and estimate program requirements, prepare reports, justifications, charts and graphs for statistical and narrative data for briefings and presentations.
Prepares and reports to multiple regulatory agencies such as Commission on Accreditation of Rehabilitation Facilities (GARF); the Joint Commission (JC); Office of Inspector General (OIG) and others.
Develop recommendations of quality improvement and trend analysis to the Director, CHOS.
Provides technical advice and recommendations to the Program Supervisors, Team Leaders and other interdisciplinary staff in the highly regulated areas of Commission on Accreditation of Rehabilitation Facilities (CARF); the Joint Commission (JC); Office of Inspector General (OIG) and other regulatory and internal review programs.
Responsible for first line authority for the use of funds in the fund control points used for travel, training and personnel contracts and administrative oversight of all General Post Funds.
Prepares and presents the information on capacity, demand, workload projections, program development, cost information, and associated resource needs to senior leadership.
Serves as the labor, equipment, and supply budget official.
Establishes and maintains systems that ensure that workload is properly captured and reimbursement is maximized.
Identifies the appropriate staff to serve as purchase card holders, ensures all purchase card holders receive the required training, and audits the use of purchase cards for all assigned FCP/GPF's.
Coordinates the acquisition of supplies and equipment.
Conducts and/or supervises the equipment inventory of all property assigned as well as determines and justifies future equipment needs.
Serves as active participant on the facilities Space Committee.
Designated Contracting Officers Representative (COR) for the Community Resource and Referral Center and the Renton Community Housing and Outreach Services Office.
Directs the development and submission of all Human Resources action documentation to include recruitment, promotions, performance, awards and recognition, position classification, training and disciplinary actions.
Submit and/or approve all Requests for Personnel Actions (SF-52's).
Development of Position Descriptions and Functional Statements.
Develops and overseas the new employee orientation process.
Serves as a PIV Card Sponsor for the ID badge process.
Provides direct supervision to Lead and Advanced Medical Support Assistants to include:
Plans work to be accomplished by subordinates, sets and adjust short-term priorities, and prepares schedules for completion of work.
Approves routine requests for leave.
Monitor amount, accuracy and timeliness of production.
Evaluates work performance of subordinates.
Hears and resolves complaints of employees, referring group grievances and more serious unresolved complaints to higher level supervisor.
Issues disciplinary measures such as warnings and reprimands and recommending others actions for more serious cases.
Position requires travel between VA Puget Sound Healthcare system, Community Resource and Referral Center and other outlying offices.
Driving and transporting patients may be necessary on occasion.(Current, valid state-issued Driver's license required.)
Work Schedule: Monday- Friday, 8:00am to 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements with 30 days of the closing date of this announcement, 02/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of technical and complex Health Administration services in order to direct various programs.
Experience in managing administrative regulations and delivery of services such as human resources management, budget management, contracting, procurement, space, or equipment management. Skill in giving advice, counsel, or instructions to employees on both work and administrative matters. Experience with quality improvement projects to resolve system issues that improve productivity and efficiency of a program or service. Skill in oral and written communication to prepare recommendations and solutions, including the preparation and presentation of correspondence, technical reports, and presentations. . OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree.. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond beyond 1 full year of graduate education.
Note that only graduate education in excess of the amount required for the next lower grade level can be combined with the appropriate level of experience to qualify applicants for positions at grades GS-9. For example, if a school's requirement for 1 year of graduate study is 18 semester hours, only graduate education beyond the first 18 semester hours or 27 quarter hours can be combined with GS-7 level experience to qualify for a GS-9 level position. Thus, 9 semester hours of graduate education and 6 months of GS-7 level experience cannot be combined to qualify for a GS-9 position.

Physical Requirements: The work involves a normal amount of sitting, walking, standing, carrying, etc. There is frequent use of a computer keyboard. Driving and transporting patients may be necessary on occasion. Travel will consist of visits to all services and sections of VAPSHCS, the housing programs in the community and to other agencies on occasion.
Work Environment: The incumbent typically performs work in an office setting that is adequately lighted and climate controlled. The position requires travel between the two division of the VAPSHCS and the Community Resource and Referral Center and other outlying offices. Position may require occasional overnight travel to meetings/conferences/training sessions.
