The position is located in the Defense Counterintelligence and Security Agency's (DCSA) Security Training Directorate, under the Center for Development of Security Excellence's (CDSE) Background Investigations Training (BIT) Division's Quality Review Training Branch.

Duties

As a TRAINING SPECIALIST you will be responsible for the following duties:

• Must attain and maintain the CDSE Instructor Certification at the Basic levels within 24 months of initiation of the Instructor Certification Program.
• Industrial Security, Information Security, Personnel Security/Vetting (including Adjudications, Security, Suitability and Credentialing), Physical Security, General Security
• or Special Access Programs will require the employee to attain and maintain the DOD Security Professional Education Development Program (SPeD) Security Fundamentals Professional Certification and
• Security Asset Protection Professional Certification within 24 months of hire
• If assigned as an Industry Security, Physical Security, or Special Access Programs Subject Matter consultant, the incumbent must successfully attain and maintain the applicable specialty certification
• Industrial Security Oversight Certification (ISOC), Physical Security Certification or Special Program Security (SPC) Certification (SPSC) within 24 months of hire

This position has a Basic Requirement for the 1712: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. or Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG 12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Apply background investigations policy and procedures to analyze, design, develop, evaluate, and update curricula; Interpret and apply background investigations policy and procedures to deliver training; Technical proficiency with applications for developing and delivering training; Technical proficiency with systems used to process background investigations; Oral/written communication skills, to include public speaking. Specifically you will be evaluated on the following competencies: 1.Technical Competence Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. 2. Curriculum Development Develop training and education content with corresponding curricular products and services to facilitate competency acquisition. 3. Instructional Delivery and Learner Development Deliver, provide, and monitor training and education for individuals and groups within learning environments. Tailor and adapt instruction to ensure learners' needs are met and learning outcomes are achieved. 4. Education and Training Technology Identify, evaluate, and leverage emerging and existing technologies that provide rigorous, relevant, and engaging education for instructors and learners. 5. Communication Experience communicating policies, regulations, and management directives to employees, supervisors, and/or other pertinent individuals both verbally and in writing.

Substitution of education may not be used in lieu of specialized experience for this grade level.
