Duties
This Program Manager position is located in the Enterprise Support (ES) Training & Development (T&D)- TSA Training Centers, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Serves as the principal technical expert for the TSA Armory including the Armory Operations Officer, National Firearms Custodians and National Armorers.
Provides advice, guidance and recommendations to course sponsors, program managers, field training managers, instructional staff and senior leadership on complex and critical training issues.
Develops and evaluates the effectiveness of planning efforts related to the operations, contingency planning, supply and maintenance and transportation needs of the TSATC (TSA Training Center).
Oversees the planning and scheduling of classes and resources at the TSATC and planning and coordination of special events. Develops and implements improvement projects in coordination with the Direct Leasing Branch including scheduling and supporting special events.
Serves as a liaison with the Direct Leasing Branch of the FAMS (Federal Air Marshals) and the William J. Hughes FAA Technical Center representative.
Provides advice and counsel to employees on relative work and administrative matters. Develops and/or participates in the development of work performance standards. Identifies developmental and training needs of employees.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Overseeing and/or providing direction for program operations (e.g. Armory Operations etc.) to ensure alignment with an agency's strategic plans, goals and objectives; and
Providing advice to senior management on technical and business related issues (e.g. allocating resources, training needs etc.) including oversight of technical and administrative related functions.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
