Duties

Plans, organizes, and directs the activities of the Environmental element. Develops goals and objectives integrating organization and Environmental Element objectives. Researches, interprets, analyzes and applies proper environmental guidelines, policies, and regulations. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements. Represents the Environmental element with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with other elements, and flights in Base Civil Engineering and other offices involved in environmental element activities. Communicates and coordinates base Environmental matters with higher headquarters, regulatory agencies, and community officials as needed. Directs the development and execution of the Environmental budget. Prepares or directs the preparation of planning, programming, and budgeting system (PPBS) documentation in support of the environmental element.

Examples of specialized experience includes knowledge of professional engineering/scientific principles, practices, techniques, regulations, and procedures to effectively perform supervisory functions associated with environmental compliance and restoration project development, execution, training, and advisory services; Knowledge of the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; financial management principles and standards; and of the Department of Defense (DoD) planning, programming, and budgeting system (PPBS); Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
