Qualifications
Wargaming Department (WGD). The WGD conducts research, analysis and gaming to support the requirements of the Secretary of the Navy (SECNAV), the Chief of Naval Operations (CNO), the combatant commanders, the Navy component commanders, the Navy numbered fleet commanders, other Navy and Marine Corps commanders, the U.S. intelligence community and other departments and agencies of the U.S. Government. The desired effect is a program of focused, forward-thinking, timely and relevant research, analysis and gaming that anticipates future operational and strategic challenges; develops and assesses strategic and operational concepts to address those challenges; and assesses the risk associated with these concepts. Responsibilities. The Chair of the WGD, working under the supervision of the Dean, Center for Naval Warfare Studies (CNWS), provides leadership for all aspects of the Department's operations. The Chair (1) oversees a dynamic group of faculty, staff, military, and contractor personnel in the effective prioritization and execution of the wargaming schedule and assures the quality and timeliness of the resultant analytical products; (2) leads the adaptive change necessary to capitalize on the attributes of the department to strengthen critical thinking, speed up the learning cycle, and create opportunities to advance the art of wargaming; (3) in conjunction with the Dean, CNWS, develops a wargaming research program that will meet these needs of the Navy, supports the goals of the College and when directed supports other stakeholders through wargames and related activities consistent with the resources available; (4) works collaboratively across the NWC, external staff, and stakeholders to carry out the College's research, educational, and outreach missions; (5) manages WGD resources to include funding for information systems and other material resources and the funding for contractor support to the department and various other entities within the College; and (6) maintains a network of contacts within the naval and defense, professional military education, civilian academic, international, and commercial sectors.
Qualifications. The President U.S. Naval War College (USNWC) seeks candidates recognized as experts in the field of defense and military research and analysis. Candidates must demonstrate evidence of their expertise through a combination of education, research and practical experience. Minimum requirements for this position include: expertise in national security, a deep understanding of joint operations, experience in military analysis, and a Master's degree. As this is a key College leadership position and an influential position within the Naval Service, the ideal candidate will have experience in pedagogical and analytical wargaming and maritime operations, a Ph.D. from an accredited university in international relations, international political economy, comparative politics, security/strategic studies, operations research, mathematics, information operations, systems engineering, or a related, relevant field. The ideal candidate will also possess demonstrated leadership of large organizations with diverse backgrounds. The successful candidate must demonstrate an in-depth understanding and knowledge of current strategic and operational challenges facing Navy leadership in the international and regional security environments.
Candidates must be U.S. citizens capable of obtaining a Department of Defense security clearance at the TOP SECRET level. The selected candidate will be subject to a pre-employment drug screening test and to random drug testing thereafter.
