About the Position: Serves as a non-supervisory Resource Analyst at the Joint Readiness Training Center (JRTC) and Fort Johnson. The incumbent in this position works under the Supervisor of the Programs Division, Assistant Chief of Staff (ACofS), G8 providing advice and guidance on a wide variety of budgetary and financial system functions, budget policies, and programming requirements.
Duties
Perform analysis of financial processes by employing techniques such as cost-benefit analysis, probability theory, inventory replacement theory, program trade-offs and exploring alternative methods of business practices.

Advise staff, budget personnel, program managers, and other interested parties on the status and availability of funds.
Monitor the use and rate of expenditure of budgeted funds through continuing dialogue with management and administrative staff.
Advise management on the preparation and transactional flow of detailed financial activity, reviewing, verifying, and analyzing procedures for consistency with financial and program objectives
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position requires the incumbent be able to submit a Confidential Financial Disclosure Report, OGE-450.
- Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this Financial Management Level 2 certification program.

To qualify at the GS 12 Level
Specialized Experience is defined as: I have one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes performing in-depth rigorous analysis of financial processes by employing techniques such as: cost-benefit analysis, program trade-offs and exploring alternative methods of business practices; performing financial programing which includes: forecasting funding for out- years, current year and prior year's funds; AND providing funds distributions of budgetary and financial support to customers utilizing systems to generate automated financial records and reports concerning status of financial requirements, and to input financial requirements for future funding.
Education:
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
To qualify at the GS 11 level:
Specialized Experience:
I have one year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes formulating and implementing financial systems and policies; monitoring general expense accounting, cost accounting, workload, and manpower accounting; and prepares a variety of reports covering the status of funds, expenses and obligations.
OR
Education:
I have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as biological sciences, natural resources management, etc. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience:
I have the specialized experience as described in A, but less than one year; and I have at least two years of graduate education as described in B, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)
To qualify at the GS 09 level:
Specialized Experience
I have one year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which includes Interfaces with a variety of financial systems. 2 tracking specific budgetary requirements 3) Implements regulations, policies and directives related to Travel System.
OR
Education
I have successfully completed a masters or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as natural resources management, etc. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience:
I have the experience as described in A AND the education described in B. (Note: You must attach a copy of your transcripts.) D. I have the specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years.
