About the Position: Red River Army Depot (RRAD) is located in northeast Texas, 19 miles west of Texarkana and approximately 170 miles northeast of Dallas. Duties

Provide guidance on project plans. Prepare contract performance work statements. Estimate work for replacement and installation of machinery. Serve as Contractor Officers Representative on assigned projects. Investigate proposed project plans for the most economical utilization. Conduct site visits of projects to verify work is being performed in accordance with technical requirements. Estimate material, labor, and man-hour requirements for the most complex construction, maintenance, and repair projects.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. (NACI)
  • May be required to travel (TDY) 10% of the time for business purposes.
  • Position requires the employee to use personal protective equipment provided by the employer.
  • Require completion of a pre-employment/change in job physical examination and an annual examination thereafter.
  • Must be able to obtain and maintain appropriate security clearance for access to Depot Production Computer System.
  • This position requires a pre-employment Financial Disclosure Statement, OGE450 be submitted upon entering the position and annually thereafter in accordance with DoD Directive 5500-7-R.
  • Temporary promotion may be made or extended up to a maximum of five years and can be made permanent without further competition.
  • Temporary appointment may be extended in one year increments up to a maximum of three years but cannot be made permanent.
  • Time Limited Detail NTE may be made or extended at management discretion.

You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: Preparing estimates for facility maintenance project plans that include complex construction, or maintenance, or repair, or alteration or improvement of facilities; Determining operating and maintenance requirements which include: estimating labor, equipment and labor costs; Evaluating projects through inspections; or Overseeing contracts for facilities and equipment. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal Service (GS-09). OR Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Facility Operation Services or Industrial Property Management. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. (Note: You must attach a copy of your transcripts.) You will be evaluated on the basis of your level of competency in the following areas: Contract Management/SupportFacilities Operations ManagementOral CommunicationProgram/Project Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
