This position is located in a Regional Office of the Food and Nutrition Service (FNS) in the Supplemental Nutrition Assistance Program (SNAP). The Regional Office is responsible for ensuring the effective and efficient operation of the Federal nutrition assistance programs administered by State agencies within each region. The incumbent serves as a Program Specialist in the SNAP Technology, Nutrition and Integrity Branch.

Duties

Analyzes and provides technical assistance and consultation on all aspects of assigned program operations. Plans, directs, and participates in formal management evaluation reviews of State and local agency program operations. Leads negotiation of acceptable and appropriate corrective action to address the findings and recommendations and independently performs follow-up of the review report to bring findings to closure within agreed upon time frames. Develops written reports of findings and recommendations. Makes presentations at state, regional, and national meetings and represents the Regional Office in meetings with State agency officials.

Qualifications

Applicants must meet all eligibility and qualifications requirements by the closing date of the announcement including specialized experience and/or education, as defined below. To qualify at the GS-11 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-09 level in the private and/or federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Providing oversight and technical assistance to Federal, State or local entities regarding program operations; Interpreting regulations and policies to ensure compliance with program requirements; Providing recommendations for program improvement; and Communicating program findings and recommendations orally and in writing. OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). To qualify at the GS-12 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the private and/or federal service. Example of qualifying experience include the following types of tasks performed on a regular and recurring basis: Coordination of special projects and initiatives concerning policy and operational objectives; Reviewing program operations for compliance with laws and/or regulations; Analyzing policies and guidance; and Communicating program information. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
