The incumbent conducts and leads Green Belt studies of facility-wide processes and performance initiatives
identified by the facility Systems Redesign Coordinator. Defines project scopes and goals through a collaborative
process with the Systems Redesign Coordinator, subject matter experts, and leadership.
Duties
Major duties and responsibilities include but are not limited to:
Assist upper management with personnel management in a clinical setting.
Participate in data collection, validation, interpretation, analysis, and reporting of appointment management, performance measures, patient data capture, electronic workload capture, and health care data capture.
Prepare and maintain all submission and administrative documents related to Human Subjects Review associated with the quality improvement, program evaluation, and research functions.
Plan, organize, and implement projects to increase efficiency and effectiveness of clinical operations.
Coordinate with other institutions and agencies involved in data gathering to evaluate new initiatives and progress toward program goals.
Plan, organize, and direct a team of program staff to implement projects, research, and quality improvement efforts.
Participates in External Peer Review Program (EPRP) to identify areas of improvement and implement identified performance improvement processes.
Assigns and tracks chart review assignments for peer reviews and professional practice evaluations.
Serves as Contracting Officer's Representative (COR) and/or provides oversight to designated CORs for Service acquisitions and contracts.
Serves in an advisory capacity to construction and/or renovation projects that affect Service space.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/31/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge of all operations of the administrative services, knowledge of administrative and regulatory functions relevant to the clinical operations of the medical center and knowledge of personnel management activities, budget and time and attendance..

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed 2 full years of progressively higher-level graduate education leading to such a degree or possess a LL.B or J.D. (if related). This education must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (Must submit copy of official transcript with application package if qualifying for this position via education or a combination of education and experience.).

Combination: Applicants may also combine education and experience to qualify at this level. successfully completed graduate education and specialized experience to meet the total experience requirements for the position. **Only education in excess of 2 full years of graduate education is creditable towards meeting the total qualification requirements for the position.

Physical Requirements: The work is primarily sedentary. It is usually accomplished while the employee is comfortably seated at a desk. Some walking and standing may occur in the course of a normal day and in connection with travel to attend meetings and conferences away from the work site. No special physical effort or ability is required to perform the work.
