The primary purpose of this position is to serve as a technician in a developmental capacity for the base's Environmental Sustainment and Qualified Recycling Program (QRP) to perform oversight, management, execution, and operations. Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Environmental Protection Assistant Series 0029. SPECIALIZED EXPERIENCE: For GS-07/GS-08: Applicants must have at least one (1) year of specialized experience at the next lower grade(s) GS-06/GS-07, or equivalent in other pay systems. Examples of specialized experience include basic knowledge of the principles, concepts, and methods of environmental protection program work. These are activities for which (1) the regulatory framework is well established and defined and (2) there are standard/conventional procedures and techniques (reviewing documents, analyzing evidence, writing supporting documents) that apply to most situations encountered and that can be carried out with minor modification or adaptation; basic knowledge and understanding of recognized reference standards, regulatory requirements, and pertinent statutes sufficient to assure environmental compliance and provide routine technical assistance to operating personnel and managers. For GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade(s) GS-06/GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the policies, organization, operations, work practices, and environmental parameters of regulated industries, agricultural or commercial establishments, Federal agencies, States, or other entities sufficient to obtain information, evaluate compliance, and recommend necessary changes, control measures, best management practices, etc.; Practical knowledge and understanding of one or more environmental sciences or related fields (e.g., biology, ecology, chemistry, hydrology, radiation physics, environmental law, real property functions, or statistics) sufficient to assess and correlate environmental data, verify results, and discuss technical aspects of work with scientists, engineers, and other environmental experts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: For GS-07: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. For GS-08: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. Basic knowledge of legislation, executive orders, AF/DoD regulations, state and local regulations, rules, policies, and directives necessary to execute the applicable environmental programs for hazardous substance and waste management in compliance with applicable environmental, health, and safety standards and regulations. Skill in using information technology systems, to include but not limited to Microsoft Office software such as Word, Excel, and Power Point. Ability to communicate factual and procedural information clearly, orally and in writing. Ability to plan and organize work, and consult effectively with co-workers. For GS-08: Knowledge of standardized environmental protection concepts, principles, and practices, and how to apply knowledge. Basic knowledge of legislation, executive orders, AF/DoD regulations, state and local regulations, rules, policies, and directives necessary to execute the applicable environmental programs for hazardous substance and waste management in compliance with applicable environmental, health, and safety standards and regulations. Knowledge of standardized program management principles, general industrial practices as related to environmental activities to include: Planning, programming, budgeting, program implementation, quality assurance, scopes, budgets, etc. Skill in using information technology systems, to include but not limited to being fluent in Microsoft Office software such as Word, Excel, Access, and Power Point. Ability to communicate effectively, clearly, concisely, and with technical accuracy. Ability to establish and maintain effective working relationships with others, and to plan and organize work in coordination with others. For GS-09: Knowledge of environmental protection concepts, principles, and practices, and skill in applying knowledge. Knowledge of legislation, executive orders, AF/DoD regulations, state and local regulations, rules, policies, and directives necessary to execute the applicable environmental programs for hazardous substance and waste management in compliance with applicable environmental, health, and safety standards and regulations. Knowledge of program management principles, contract management, general industrial practices as related to environmental activities to include: Planning, programming, budgeting, program implementation, contract performance, quality assurance, scopes, budgets, etc. Ability to forecast and develop requirements ensuring compliance with Federal, state, and local regulatory schedules/mandates and achieve program goals/objectives. Skill in using information technology systems, to include but not limited to being fluent in Microsoft Office software such as Word, Excel, Access, and Power Point and also Air Force-developed hazardous material information management systems. Ability to communicate effectively, clearly, concisely, and with technical accuracy. Ability to establish and maintain effective working relationships with others, and to plan and organize work in coordination with others. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
