THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a PROGRAM MANAGER (STRATEGIC PLANS AND POLICY OFFICER), Position Description Number PDD1779P01 and is part of the MA ANG Headquarters, National Guard. Duties

1. The incumbent serves as the primary advisor to the Adjutant General, and the Chief of the Joint Staff on matters of short, mid, and long-term programs. Serves as the senior strategic and long-range planner and consultant responsible for developing the Joint Force Headquarters-State view of the future and implementing detailed strategic policy, plans, initiatives, and concepts related to warfighting, theater security cooperation, international relations, federal and state homeland security, civil support missions, and selected other activities for the entire organizations based on broad guidance from higher headquarters and specific guidance from the Adjutant General and Chief of the Joint Staff.

Military Grades: OFFICER: CAPT (O3) - MAJ (O4) Compatible Military Assignments: AFSC: All applications will be considered regardless of Branch AFSC / MOS This is an indefinite position, tenure 3, with a time limit determined by the needs of the agency. Any permanent military technician who is selected for this position will become tenure 3. The selectee will receive the same benefits and entitlements as the tenure 1 employee, but will be considered tenure 3 for purposes of reduction in force. If a permanent resource becomes available, incumbent may be converted to a permanent appointment without competition* AREA OF CONSIDERATION: Open to current members of the Massachusetts Air National Guard and those willing and eligible to transfer to the Massachusetts Air National Guard. GENERAL EXPERIENCE: Must have experience, education, or training in managing or directing, one or more programs, including appropriate supporting service organizations. SPECIALIZED EXPERIENCE: Must have at least 1-year of specialized experience of a GS-11 (or equivalent) that includes experience with analyzing problems, identifying significant factors, gathering pertinent data, and recognizing solutions; preparing reports, plans, policies, and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Must have experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of months/years. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
