This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Deputy Commandant for Operations (CG-DCO), Assistant Commandant for Prevention Policy (CG-5P), Commercial Regulations and Standards Directorate (CG-5PS), Office of Operating and Environmental Standards (CG-OES), Vessel and Facility Operating Standards Division (CG-OES-2) located in Washington D.C.
Duties
As a Marine Transportation Specialist, you will provide detailed technical advice and assistance on the development, applicability, interpretation, and enforcement of international standards and treaties, and domestic laws, regulations, and policy affecting the marine safety program. You will provide advisory, consultative, and technical services to agency program and line managers on a broad range of marine transportation matters that involve new, highly controversial, or precedent-setting issues.

- This position requires a National Agency Check with Inquiries (NACI).
- A one year probationary period maybe required.
- Must possess and maintain a valid state driver's license.
Qualifications
Individual Occupational RequirementUndergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Specialized Experience
To qualify for the GS-13 level, applicants should have at least one year of specialized experience at or equivalent to the GS-12 level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
Resume must demonstrate that you have met the specialized experience.
Assist with enforcing hazardous material and container transportation laws and regulations; AND
Assist with policy development for regulated waterfront facilities; AND
Providing briefings and advice on marine transportation management and safety to various audiences; AND
Creating or recommending changes to agency policies, procedures, and regulations related to marine transportation; AND
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
