About the Position: As Division Chief, responsible for initiating, developing, and recommending contracting policies, procedures, guidance, and control for the Army. Assists in developing contracting policy for the Department of Defense concerning all contracting functions. Participates in the review of acquisition programs.
Duties
Serves as a technical authority on DA procurement, especially matters dealing with installation and contingency/mobilization contracting.
Interviews candidates for subordinate positions, recommend hiring, promotion, or reassignments. Take disciplinary measures, such as warnings and reprimands.
Manages control of procurement for the acquisition of assigned major systems programs and participating in developing policies and procedures, staff assistance, guidance, and operating procedures.
Conducts continuous evaluations of team functions and processes and initiates appropriate action to improve or simplify operations.
Acts as a representative of all aspects of personnel proponent issues dealing with mandatory and enhancement of contracting and acquisition management training.
Responsible for management control of assigned major systems programs and participating in developing policies and procedures, staff assistance, technical guidance, and operating procedures.
Performs the full range of supervision for employees assigned. Assigns work to subordinates based on priorities, the difficulty of assignments, and the capabilities of employees.
Provide technical oversight. Develop contribution plans and rate employees' performance. Interviews candidates for subordinate positions, recommend hiring, promotion, or reassignments.
Leads efforts to identify DoD advanced technology and analytics implementation efforts to identify partner or spin-off opportunities for the contracting function.
Serves as command’s senior representative at Department of the Army (DA), Major Army Commands (MACOM), joint and combined service conferences, boards, committees, integrated concept teams (ICT), working groups, and review boards.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret Security Clearance.
- This position is a Critical Acquisition Position (CAP) and requires a 3-year tenure agreement. Must sign DD Form 2889 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
- The employee must meet the DoDI 5000.66 requirements applicable to the Contracting and the Contracting Professional Career Level Certification within 24 months of appointment.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450 and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position has an Occasional Temporary Duty (TDY) or business travel requirement.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability perform Supervisory duties is required unless previously completed.

As Division Chief within the CONOPS Directorate, supervises a division of senior procurement analysts and leads the command effort to analyze data as well as define and manage requirements, identify, plan, develop, acquire, and implement/integrate emerging advanced technologies into the full range of contracting and related functions for the purpose of enhancing and improving the Army's procurement capabilities and the execution, management, and oversight of the contracting life-cycle. The advanced technologies include, but are not limited to, advanced analytics, Artificial Intelligence (AI), and Robotic Process Automation (RPA). In collaboration with the Data Analytics Division serves as the principal advisors to the Commanding General (CG) on application of emerging technologies and advanced analytics in the contracting function and developing the CG's strategic plan for implementation and sustainment. Application of the advanced technologies span the range of Army procurements including acquisition of major weapon systems and programs, munitions, sustainment and logistics, strategic services, foreign military sales, research and development, installation and base support, and contingency/mobilization contracting in a command that obligates approximately $100B in contract actions annually, has approximately $450B of active contracts year over year, with over 100 worldwide locations and approximately 6,000 people providing contract support to the entire U.S. Army and combined and joint partners. Additionally, the incumbent provides support in the following major areas: management assessment, initiatives, and acquisition reform, strategic contract data analysis, contract administration, policy assessment, socioeconomic programs, competition advocacy, procurement and industrial base policy, systems support, contracting business systems, and acquisition career program policies.

OR
Exemption: (A) a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) I am a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes recommending and assisting in developing and implementing new contract approaches; analyzing and assisting to provide business advice; conducting research and analysis in trends, practices, technology advances for improving innovations and efficiencies in agency contracting; and identifying areas of improvement, making recommendations for corrective action.
