About the Position: This announcement will be used to fill a Program Analyst, NH-0343-02, position with the JPEO-CBRND. The selected applicant will be assigned to the Joint Project Manager for Special Operations Forces (JPM CBRN SOF). This is a Term position intended to last 13 Months. Term appointments may be extended up to a maximum of six years and may be made permanent without further competition.
Duties
Performs analyses of acquisition programs to evaluate effectiveness in achieving objectives in areas of cost, scheduling, and performance.
Complete acquisition documents with findings of program reviews.
Oversee system design compliance in areas such as specification requirements, adherence to contractor schedule, plans, cost control, and supportability to determine project status.
Establish milestones in order to meet project goals.
Research federal and local policy to maintain compliance of assigned projects.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Practitioner level in the Acquisition Career Field "Program Management" within 60 months of entrance on duty.
- This is a Term NTE 13 Months. Term positions may be extended up to a total of six years. Non-competitive conversion to a career-conditional appointment based on needs of the organization and if approved and eligible under specific conditions.
- Must obtain/maintain a Secret Security clearance.
- Financial Disclosure (OGE-450) must be submitted prior to appointment and annually thereafter.

The JPEO-CBRND exists to manage our nation's investments in Chemical, Biological, Radiological, and Nuclear (CBRN) defense equipment. Our headquarters is located at Aberdeen Proving Ground, MD, but we have offices across the United States. There are six unique directorates within JPEO-CBRND, which manage the acquisition of CBRN equipment as an enabler to achieving the National Security Strategy and supporting the U.S. Armed Forces: Sensors, Medical, Protection, Integration, Enabling Biotechnologies, and Special Operations Forces.

The NH-02 band encompasses grades 5-11 under the General Schedule (GS) system.
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of experience at the NH-01/GS-04 level which includes: (1) applying qualitative and quantitative methods to analyze program effectiveness; (2) utilizing knowledge of acquisition policies, procedures and practices to assist program managers; and (3) applying lifecycle management policies and procedures for DoD Acquisition programs.
Education Substitution: 4 years above high school of education
