The primary purpose of this position is to serve as the Program Manager for Air Force Lean/Six Sigma Continuous Process Improvement (CPI) and Air Force Lessons Learned (AFLL) programs in order to build and maintain organic problem solving and lessons learned expertise.
Duties
Management Advisory Services: Serves as an Air Force CPI Black Belt, innovation program and Lessons Learned (LL) Subject Matter Expert (SME) and consultant
Performance Management: Fosters a culture of improvement and innovation in the wing/independent group, and subordinate units.
CPI and AFLL Training: Responsible for developing the organization's organic capability to apply CPI tools and methodologies by managing the CPI training and certification programs.
CPI Practitioner: Responsible for leading complex projects that often cross organizational boundaries. Works with team leaders to ensure that improvement projects and events are appropriately scoped and resourced
AFLL and Innovation Program Management: Serves as the organizational OPR for managing the LL and innovation program.

- Demonstrated experience in developing innovative and feasible solutions to complex issues in which the boundaries are broad and difficult to determine in advance.
- Ability to integrate and coordinate multiple and related missions, functions, subjects, issues, and situations across echelons (or equivalent) to present and recommend solutions in a logical, cohesive format.
- Knowledge of effective training principles, techniques, and tools required to design, develop, instruct, evaluate, improve and conduct training/course content
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions . Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes the ability to plan, direct, integrate and execute aspects of the Continuous Process Improvement (CPI) and Air Force Lessons Learned (AFLL) Programs within the costs, schedule, performance and/or system supportability requirements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Demonstrated skill in applying analytical and evaluative methods and techniques to a broad range of functional areas related to CPI, e.g. Lean, Six Sigma, benchmarking, metric/statistical analysis, and value stream mapping.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
