About the Position: This is a developmental position. At the full performance level, you will serve as Program Analyst in Programs Management Branch with responsibility for development and analysis of current and future study and/or project programs.

Duties
Ensure that obligations occur on a timely basis using the appropriate type of funds.
Develop current and future civil works study and / or project cost estimates.
Maintain data in various management information databases.
Provide input to team leader in development of civil work project schedules, cost estimates, and resource needs.
Prepare justification materials for study/project cost estimates for request for agency appropriations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The GS-09 and GS-11 grade levels are a FINANCIAL MANAGEMENT Level 2 Certified positions. Failure to obtain this certification on the job within the 24 month required time may subject the incumbent to adverse action.
- This is NOT a remote telework position. The duty station is Memphis, TN. There may be opportunity to work virtually for a portion of the work week.
Qualifications
This is a developmental position and may be filled at either grade level, GS-09 or GS-11. If selected at the GS-09 level the target level for this assignment is a GS-11. The grade level selected will be based upon your qualifications and responses to the questionnaire. Assignments at the GS-09 level will become progressively more difficult and will be under closer than normal supervision until the full performance level is reached. Non-Competitive promotion to the target job may be effected provided you are sufficiently experienced; meet all necessary qualification requirements for promotion to the target job; and is performing the full scope of the major duties.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-09:
Specialized Experience: One year of specialized experience which includes 1) researching current and historical budget information and data to provide a concise summary for management; 2) working directly with project and program managers to develop and maintain the Civil Works program using systems of record; 3) performing analysis on proper level of cost detail required to include project schedules and cost data; and 4) analyzing budget justifications for current study and/or project programs before submitting for quality control review. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Business Administration, or Accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
GS-11:
Specialized Experience: One year of specialized experience, which includes 1) collaborating with project and program managers to develop and maintain the civil works program using systems of record; 2) managing funds in multiple civil works appropriations; 3) retrieving data from financial and project management information databases for reports and budget justifications; 4) recommending movement of funds between line item accounts after identifying funding needs/surpluses; AND 5) composing a variety of data reports for common and recurring requirements, such as cost analysis, manpower, and project performance data reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Business Administration, or Accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
