Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Supervisory Economist. You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment.
Duty Location: Boulder City, Nevada
Duties
-Responsible for supervision, direction, oversight, control, and coordination of Water Administration Group's responsibilities relating to Colorado River water entitlement administration including the development, negotiation, execution, and administration of water service, repayment, and related contracts, and the Lower Colorado Basin (LCB) Region's Economics Program.
-Serves as the senior and principal advisor to the Boulder Canyon Operations Office (BCOO) Chief and Managers, Area Managers, and the Regional Director on administration of Colorado River water entitlements including water service, repayment, and related contract matters, including those matters associated with water service to Indian tribes, and the Reclamation and LCB Region's Economics Program.
-Prepares and/or oversees preparation of complex reports, testimony, briefing statements, letters, and memoranda on behalf of the Regional Director, BCOO Chief, and regional management which analyze, describe, or recommend positions, policies, objectives, standards or procedures related to cost sharing, cost allocation, financial capability, repayment, project feasibility, water transfers, water exchanges, under consideration in the LCB Region, Denver Office, or DOI.
-Serves as the chief coordinator and liaison with the Washington, Denver, the Native American Affairs Office, other offices within the regional office regarding the functional areas of the Group, particularly with Reclamation staff and officials involved with water service, repayment, and related contracts, and economic matters.
-Establishes a team-oriented environment by providing ongoing direction, guidance, support and communication to Water Administration Group subordinate staff. Provides administrative and technical oversight to subordinate staff. Plans and schedules workload, sets quality standards, and suspense dates. Gives direction and instructions on different operations and issues. Answers technical questions about the work.
Qualifications
To be eligible for consideration, you must first meet the Basic Education Requirement for this position, having:
Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. or Combination of education and experience: courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education.

In addition to meeting the minimum education above, applicants must meet one year of full-time work experience.
GS-13: To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated experience.
GS-13 Specialized Experience: Experience analyzing economics, cost, and related financial factors to develop recommendations and provide guidance associated with water-related or similar contracting actions; leading teams to formulate, administer, or negotiate water service, project repayment, or similar contracts; and carrying out a full range of contract administration functions for water service and related contracts using knowledge of contract administration principles, policies, regulations, and procedures.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are required to meet time-in-grade restrictions in order to be considered.

Education
This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education.
