This position is in the Accounting section within the Fiscal Office at the Columbia VA Health Care System in Columbia, SC.
Duties
Receives, reviews, analyses and classifies a variety of source documents such as obligating documents (purchase orders, contracts, travel orders, bills of lading)
Receives, reviews, analyses and classifies a variety of source documents such as property
documents (receiving reports pertaining to unposted and posted supplies and materials,
services, and non-expendable equipment).
Receives, reviews, analyses and classifies a variety of source documents such as
disbursement documents (employee travel, imprest fund, beneficiary travel, travel advances,
patient fund withdrawals).
Receives, reviews, analyses and classifies a variety of source documents such as collection
documents (field service receipts and bills of collection).
Receives, reviews, analyses and classifies a variety of source documents such as adjustment
vouchers, reports of surveys, salvage or trade-in vouchers, transfer of disbursing authority.
Reviews source documents for completeness, adequacy of funds, accuracy of accounting data
and validity.
Examines and reviews funding amount of invoices prior to sending invoices for payment.
Determines the proper cost center and BOC in order to enter obligations into the cost
accounting system.
Determines proper financial management system transaction to generate general ledger
entries and initiates input into the system for undelivered orders, accounts payable, accrued
services.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/01/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience GS-06: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to utilizing knowledge of accounting principles, methods, procedures, and techniques; reviewing records for accuracy of costing, purchases and reconciliations; issuing bills of collection; utilizing computerized accounting systems and various software package applications. OR,
Specialized Experience GS-07 You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying knowledge of Financial Management Systems (FMS) to resolve accounting inconsistencies and reconcile errors; analyzing and validating unusual or complex accounting data; knowledge of coding procedures for a variety of complex transactions to identify miscoded transactions and erroneous payments; performing comprehensive audits.

Physical Requirements: This position requires long periods of concentration, sitting, computer input, and some bending and lifting is required as in a normal business office environment.
