The Special Assistant (SA) is located in the Mission Support Team front office. The SA supports the Deputy Inspector General for Mission Support through a combination of project management, writing and editing, research, and high level administrative and relationship support functions. The SA also engages stakeholders, coordinates special projects, compiles information, completes complex reports and analysis, interfaces with stakeholders, and maintains the confidentiality of sensitive matters.

Duties

Collaborate with MST leadership on the strategic evaluation of MST requirements, processes, and products to submit agency fiscal-related deliverables: Strategic Plan, Statement of Assurance, Performance Plans, Semiannual Report to Congress, etc. Collaborate with MST leadership to ensure MST priorities are directly linked to fully support the DoD OIG Strategic Plan and all management projects are completed timely and in accordance with established policies and procedures. Initiate recommendations for procedures that create greater organizational efficiency and effectiveness. Research and prepares materials, policy briefings, talking points, speech drafts, executive summaries, action memos, and presentations and proposals on a variety of workforce development matters for key internal or external audiences. Complete multiple special projects, financial spreadsheets, special reports, and agenda material that cross component lines and involve external DoD organizations. Stay abreast of DIG/MS’ immediate and long-term commitments and plans, identify conflicts, flag problems for intervention, and recommend corrective action, as appropriate.

Requirements

  • Must be a U.S. Citizen.
  • Position has been designated as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
  • You may be required to complete a financial disclosure (OGE-450).
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the Federal Service. Specialized Experience: You must have at least 52 weeks of specialized experience at the GS-13 level in the Federal service or at an equivalent level. Specialized experience is defined as: Experience providing administrative and operational support to a senior executive; significant experience managing multiple project with competing deadlines; and significant experience conducting research and performing business case analysis. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
