The incumbent functions as the Administrative Officer (AO) in Engineering Service at the Sioux Falls VA Health Care System (SFVAHCS). The purpose of the position is to direct and perform functions that include administration, human resources management, budget and finance, management and program analysis, office support services, document control, logistics and a variety of related administrative matters. Reports to Chief, Engineering Service.

Duties

Major duties and responsibilities include: Programming and Planning Evaluates program operations; identifies problems, inefficiencies, and potential problems Advises management officials, supervisors, and employees on the interpretation and application of a variety of human resources policies, practices, and procedures including staffing, employee relations and related areas Provides advice and guidance for improvements and anticipates potential areas of concern or questions that should be addressed when making recommendations The liaison for the resolution of fiscal and supply problems The Administrative Officer is the liaison between Engineering Service and other clinical/ administrative services to coordinate activities, address problems or concerns, and share information Contract Administration, Budget, and Resources Management The AO serves as Contracting Officers Representative for Engineering Service Contracts Participates in the planning and development of long-range and short-term goals to formulate long- and short-range plans regarding the needs of Engineering Service Performs budget execution functions to ensure that expenditures are consistent with budget formulation plans as the fiscal year progresses Human Resource Management Develops service policies to implement VA regulations regarding budget, personnel, time and leave, etc. Serves as the focal point for the dissemination of information within the service Serves as human, space, and equipment resource analyst responsible for identifying workload trends, staffing needs and projection, completing and submitting statistical reports such as CDR, and preparing requests for various resource needs for review by appropriate committee Special Projects Particular emphasis is given to budget administration, data validation, strategic and program planning administration and special projects Coordinates assignments and special projects identified by top management Assists in the service's preparation for external reviews, i.e., TJC, OIG, Long Term Care, etc. Contacts the originating office to recommend changes, etc. before documents are forwarded to higher levels Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday- Friday: 8am to 4:30pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/05/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: To be qualified at the GS-07 level you must meet the following minimum qualification: Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Administration, budget and finance, office support services, document control, and logistics. Collaborate with individuals, other service-lines, local leadership, etc. OR, Education: Applicants may substitute education for the experience required for the GS-07 level. The educational substitute for this grade is one full year of graduate level education. (Transcripts required) OR, Applicants may satisfy the requirements for the GS-07 level by meeting the requirements for Superior Academic Achievement. OR, Combination: Applicants may also combine education and experience to qualify at the GS-07 level. Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience. To be qualified at the GS-09 level you must meet the following minimum qualification: Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Administration, human resources management, budget and finance, management and program analysis, office support services, document control, logistics and a variety of related administrative matters. Collaborate with individuals, other service-lines, local leadership, etc. OR, Education: Applicants may substitute education for the experience required for the GS-09 level. The educational substitute for this grade is applicants possesses a master's degree, two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (Transcripts required) OR, Combination: Applicants may also combine education and experience to qualify at the GS-09 level. Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
