This position is located in Bureau of Information Services Infrastructure Services, Systems Engineering section. The incumbent will serve as a Team Lead for a team of security and system administrators that are responsible for day-to-day operations of production IT systems. This job announcement may be used to fill one or more vacancies. This is a bargaining unit position. This position is represented by the Council of AFGE Locals in the Board.

Duties

As a Lead IT Specialist (Systems Engineering), you will: Serve as a Team lead and senior administrator for the agency's Windows network which includes, but not limited to, management of Microsoft on -premises Active Directory & Azure Active Directory, Group Policy Objects (GPOs), identity with Zero Trust, physical and virtual servers, email system, account management and multifactor authentication (MFA). Assist in the direction, or redirection of team priorities and direct the workload of the team. Keep current on the latest developments in the field and may attend vendor sponsored training on new security systems developed by the agency. Coordinate the implementation of access control and authentication, such as open system computer access security, program account reauthorization, and administration of employee and system access. As Team Lead, act as an advisor in projects to enhance or develop new systems, or to study the feasibility of acquiring new technology to include cloud solutions. Validate security vulnerabilities' mitigation and, as required, prepare responses to audit recommendations from the Office of Inspector General, and other regulatory agencies (FISMA, OMB, and NIST,) concerning IT security.

Qualifications

Minimum Qualifications for GS-13 level: One year of specialized experience equivalent to the GS-12 level, or higher in the Federal Service. Specialized experience is defined as experience which demonstrates the consistent maintenance required when implementing IT systems. Such experience includes working with IT Operations and Engineering teams to ensure newly implemented systems are compliant with architectural standards and security controls and experience working with the application owners and engineer team members and other stakeholders, to ensure resolution of IT issues or problems involving hybrid cloud and the physical IT environment. In addition to above requirements, the incumbent must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
