About the Position: District headquarters is located in Concord, Massachusetts & is situated approximately 18 miles northwest of Boston. Concord has the feel of a suburb with historical flair. Duties

Coordinate the Engineering and Planning division efforts in the areas of: Personnel management, organizational structure, and development. Identify financial, manpower, and problems or material needs. Identify Property management and work procedures improvement. Identify training needs such as, career development and personnel performance processes. Oversee policy development, implementation„ and compliance. Manage utilization of manpower, funds, property development, implementation, and compliance. Coordinate management control processes and compliance reviews. Provide support to the Engineering Division (consisting of the Division Chief, Branch Chiefs, Section Chiefs, and 100-105 Division employees). Provide support to the Planning Division (consisting of the Division Chief, Branch Chiefs, and 32-37 Division employees). Perform specialized tasks of a technical as well as administrative nature to aid in managing, directing and operating the organizations. Coordinates the work of the Engineering and Planning Division with other programs as necessary, and resolves conflicts. Supervise subordinate budget analysts and administrative personnel.

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Finance, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12: Specialized Experience: One year of specialized experience which includes meeting all of the following:1) Utilize various office automation databases to interpret data and prepare/maintain reports and spreadsheets; 2) participate in the development and administration of organizational operating budgets; and 3) provide guidance to staff on administrative, budget, and/or human resource related activities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). *Some federal jobs allow you to substitute your education for the required experience in order to qualify.
