Organizational Location: This position is with the Department of Homeland Security; within U.S. Customs and Border Protection, Office of Field Operations.
Duties
Note: This vacancy announcement may be used to fill Senior Executive Service (SES) Director, Field Operations positions at any duty location listed in this vacancy announcement. You may specify the duty location(s) you wish to be considered for, on the attached questionnaire. One Selection Certificate will be used for all duty locations.
As Director, Field Operations, you will be responsible for managing the full range of inspection, intelligence analysis, examination, and law enforcement activities, to include apprehension, detention, and arrests relating to the arrival and departure of persons, as well as the detention and seizure of conveyances and merchandise at Ports of Entry within an assigned geographic area.
Through subordinate Assistant Directors/Port Directors, supervisors, and support staff, you will plan and direct layered enforcement activities to address border security, and ensure compliance with trade laws. The enforcement activities include interdiction and security, passenger operations, passenger and cargo targeting and analysis, tactical operations, and animal and plant health inspection. These enforcement activities are to protect the Homeland from international terrorists, implements of terrorism, illegal immigrants, drugs, and other contraband.
You will oversee planning, direction, and timely execution of CBP programs within the area of responsibility, including development, assignment, and authentication with National strategies, goals, and objectives for supervisors and managers of subordinate organizational units. You will approve multi-year and long-range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manage the overall work to enhance achievement of the goals and objectives. You will advise and assist the trade community and importing public on CBP policies and procedures, prospective import/export changes/restrictions, possible seizures of merchandise, etc. You will provide informative outreach programs to local community and trade associations.

6. Knowledge of Federal inspectional laws, rules, regulations, and procedures pertaining to anti-terrorism and border protection/facilitation (e.g., trade compliance, passenger, immigration, agriculture, and cargo operations).
