Duties
As a SUPERVISORY IT SPECIALIST (PLCYPLN) you will be responsible for the following duties:

- Telework Eligibility: This position is telework eligible, but is not a full time telework position. The incumbent will be required to report to the office on a routine basis.

- Requires occasional temporary duty (TDY) travel; incumbent must possess a valid driver’s license.
- Critical Sensitive clearance (TS) with Sensitive Compartmented Information (SCI) access must be obtained and maintained.
- Incumbent is subject to a counterintelligence-scope polygraph examination upon request by competent authority.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-14 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:
Must have supervisory or management experience.
Serving as a seasoned and technical expert in the multidisciplinary fields of enterprise architecture, infrastructure, software development, data management and governance, tool development, systems engineering, sustainment, and related subject matter areas as they pertain to an enterprise system.
Providing leadership for continuing assessment and integration of emerging information technology; expertly planning, engineering, and implementing information technology systems data acquisition processes, data schemas development, ETL processes, data ingest pipeline, and data governance.
Communication skills to justify and defend resource program management effectiveness, problem resolution and recommendations, and strategic planning with senior Federal and DoD officials at the SES, General Officer, professional, technical, and administrative management personnel within the agency and other components to include budget program and resource personnel at the DoD level, contractor personnel, including management and financial personnel.
Specifically you will be evaluated on the following competencies:
1. Information Technology Life Cycle Management - Plan, develop and/or manage processes across the information systems/services life cycle to ensure Information Technology capabilities meet current and future organizational and enterprise missions.
2. Information Technology Policy and Planning - Develop and promulgate Information Technology strategy, policy, guidance, and plans. Monitor to ensure consistency and compliance.
3. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
4. Operating Systems - Knowledge of computer network, desktop, and mainframe operating systems and their applications.
5. Decision Making - Makes sound, well informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.

Substitution of education may not be used in lieu of specialized experience for this grade level.
