About the Position: Positions primary duty is in the performance of work requiring advanced knowledge in a field of science that is acquired by a prolonged course of specialized intellectual instruction. Position makes decisions on appropriate forestry practices, adequacy of inspections, timber appraisals, volume estimates, surveys, inventories, contract compliance, reporting and records maintenance; evaluates factors complicating appraisals of fair market value and decides on sales methods.
Duties
Performs journeyman level work with assignments designed to provide the competencies, skills, and experience required to perform the more complex work at the full performance grade level.
The work increases in difficulty, complexity, and responsibility as the incumbent gains experience and demonstrates a full comprehension of assigned work.
Conducts technical forestry studies involving the department, testing, and demonstration of new techniques and the most economical methods of selling or harvesting timber.
Recognizes and identifies all endangered species that have been listed in the area of project responsibility.
Plans and organizes work to provide for the inspection and administration of an assigned group of timber and pine straw sales contracts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The use of protective clothing and equipment is required.
- Applicant must possess a valid driver's license.
- Applicant will be required to work nights, weekends and/or holidays depending on the needs of the program.
- Applicant will be required to work in adverse weather conditions (e.g., heat, cold, rain, wind, etc.).
- Occasional overnight travel required for training, conferences and rotational assignments less than 25% of the time.
- During emergencies applicant may be call upon on short notice.
- Position requires a pre-employment and periodic physical examination and/or evaluation under the District Medical Surveillance Program.

Basic Requirement for Forester:
A. Degree: Bachelor's degree (or higher degree) in forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas:
Management of Renewable Resources -- study of the science and art of managing renewable resources to attain desired results.
Forest Biology -- study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment.
Forest Resource Measurements and Inventory -- sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources.
OR
B. Combination of Education and Experience: Courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes making field inspections AND handling violations OR reconciling problems AND coordinating logging or range operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
