THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TELECOMMUNICATIONS SPECIALIST (RADIO TECH), Position Description Number D2582000 and is part of the KS Joint Forces Headquarters, National Guard.

Duties

A TELECOMMUNICATIONS SPECIALIST, GS-0391-11, runs the preventative maintenance program for all tactical and commercial off the shelf radio equipment assigned to the Joint Forces Headquarters. This includes HF radios assigned to the state headquarters that participate in the National Guard Bureau Automatic Link Establishment (ALE) net, Disaster Incident Response Emergency Communications Team (DIRECT) equipment, or Joint Incident Site Communications Capability (JISCC) equipment or future equivalent systems. Maintains emergency communications response equipment assigned to the J6/G6 such as communications trailers and command vehicles. Performs routine maintenance on commercial off the shelf radio equipment installed at armories across the state or territory for the purpose of emergency communications. Monitors national preventative maintenance bulletins and works with state level electronics maintenance shops to identify common maintenance issues and disseminates findings to units. Maintains appropriate documentation in accordance with military regulations and publications regarding performed maintenance. Assists the DSCA Communications Planner with maintaining emergency communications cached equipment. Lead maintainer for National Guard owned communications towers and commercial off the shelf (COTS) repeater systems. Responsible for building and maintaining Automatic Link Establishment (ALE) load sets, SINCGARS load sets and hop sets, Land Mobile Radio code plugs, and Mission Critical Push to Talk (MCPTT) configurations. Ensures armory radio-based emergency communications systems are maintained and regularly tested. This includes but is not limited to High Frequency (HF), Single Channel Ground Airborne Radio Systems (SINCGARS), Land Mobile Radio (LMR), satellite (military and civilian), Mission Critical Push to Talk (MCPTT), and microwave systems. Ensures unit communications personnel are trained and proficient in radio operations and maintenance. Maintains keys to state and regional government trunked systems and programs National Guard radios for operation on those systems. Ensures the quality of unit radio training programs remains high by leading train the trainer classes and by producing written and video-based training materials for units to utilize. Identifies quality training materials from vendors and other states and ensures their dissemination to units. Helps plan communications exercises and routine armory communications checks to ensure unit readiness for tactical and emergency employment of assigned systems. Manages statewide National Guard radio nets, to include those on High Frequency (HF), Very High Frequency (VHF), and trunked systems. Provides guidance and assistance to subordinate and interagency activities operating radio nets, to include civil government and Military Auxiliary Radio Service (MARS) nets. Manages unit callsign registrations with the Department of Homeland Security's Shared Resources (SHARES) HF program. Deconflicts callsigns with and between units in the state and territory. During a Defense Support of Civil Authorities (DSCA) event involving National Guard forces, serves as a Communications Technician (COMT) under the Incident Commander's Communications Leader (COML) to ensure the successful application of the COML's communications plan as it applies to the assigned National Guard forces. May serve as a member of a Disaster Incident Emergency Response Team (DIRECT) or Joint Incident Site Communications Capability (JISCC). Serves as a subject matter expert for radio crossbanding involving National Guard owned systems. Advises the command on procurement issues involving COTS radios. Ensures compliance with Department of Defense Instruction (DODI 4650.10) as well as compatibility with NORTHCOM and NGB programs. Coordinates with installation directorates and tenant organizations to ensure that radio dependent equipment (example: mass notification alert systems, handheld radios, and paging systems) being developed or procured for use on the installation are fully supportable and interoperable. Performs other duties as assigned.

  • KANSAS NATIONAL GUARD MEMBERSHIP IS REQUIRED.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard.

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • May be required to travel to and from offsite worksite(s) from the normal work area to perform assigned duties. Due to distances involved, travel may involve one or more overnight stays.

  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

Qualifications

Military Grades: E5 through CW2 Desired Compatible Military Assignments: CMF 17, CMF 25 SPECIALIZED EXPERIENCE: Must possess 36 months experience and the following competencies: Planning and designing the Information Technology (IT) networks and telecommunications required to support the ACS Weapon System, specializing in the interconnection and integration of tactical radar sites and other participants of the Weapons System; and, to analyze, monitor, and optimize their performances, securities, and capacities during peacetime and wartime operations. Experiences included providing information technology and telecommunications functions and services which support programs essential to Air National Guard daily operations, training, and readiness missions. Skilled in planning and coordinating mission accomplishments and training requirements for ACS members. Skilled in analyzing, planning, and designing data, video, and voice networks carried over various transmission systems such as, multichannel satellite, troposphere scatter systems, Line-Of-Sight (LOS) RF radios, LOS laser radios; as well as, fiber optic and copper cable systems. Able to design, configure, and optimize router-to-router connections utilizing military and commercial protocols, switch-to-switch trunking, circuit configurations through asynchronous transfer mode (ATM), as well as military and commercial multiplexers. Experienced in developing and publishing communication plans, such as network priorities; network designs and configurations (IP addresses and phone numbers); secure and un-secure circuits; and, equipment architecture and layout for employment of computer and telecommunications systems to support in-garrison and deployed operations. Relates mission requirements to existing technology, policies and priorities, systems capabilities, available technology and services, operating practices and procedures, equipment and staffing requirements, to provide network services that support operational requirements. Experiences included work in local operating frequency assignments and control programs. Provided technical guidance and direction for different aspects of radio frequency spectrum analysis. Competent to determine the compatibility of frequency assignments for fixed station and/or mobile radio, radar, satellite links, and other systems used by the military. Skilled competencies in coordinating frequency assignments with unit spectrum managers, local Spectrum Managers, ANG Headquarters, MAJCOM Spectrum Management personnel and other agencies such as Federal Aviation Agency. Able to utilize automated software tools to manage spectrum for associated squadrons. Experienced in conducting transmission path analysis (path profiling) with various computerized programs. Skilled in determining mission requirements and requesting hardware and network configuration resources, such as: Internet Protocol addresses, voice switch, and data link configurations from internal and external agencies to support contingency and/or training networks. Experienced in working with Defense Information Systems Agency (DISA) and Major Commands (MAJCOMs), or other agencies to coordinate operations between associated units and the Global Information Infrastructure. Able to identify and correct network problems and identify transmission deficiencies in planned or currently operational networks. Has knowledge and under-standing of the operating characteristics of communications equipment, services, and systems in order to provide guidance and direction pertaining to network systems and circuits of communications equipment/systems. Knowledge of network systems and telecommunication systems technology and operations, sufficient to design, plan, manage, install, integrate, test, maintain, and/or execute network and telecommunications systems, services, or operations needed to satisfy the mission requirements. Skilled in how the network and communications systems interacts with and affects the overall weapons system. Has comprehensive knowledge of a wide range of IT concepts, principles, methods and practices to plan and provide network services that support mission requirements. Skilled and knowledgeable of a wide variety of telecommunications systems, technology, and operations, as well as methods, procedures, regulations and other guides that relate to a particular area. Has an in-depth knowledge of hardware, software, network operations functions, packet switching communications protocols, and diagnostic tools to gather and analyze difficult and complex system and end user problems, furnish assistance, and provide a resolution. Knowledgeable of the mission, objectives, terminology, and management practices in the organization to recognize probable areas of interaction and overlap between proposed and existing systems. Skilled in applying DOD, AF, and NGB policies, standards, directives, and operations manuals to perform systems analysis, evaluate approaches, offer advice, define alternative approaches, and coordinate requirements regarding the merits of proposed applications, and design changes. Understands the overall network and communication architecture and overall project scope to evaluate new systems. Experiences include work in maintaining work center training programs. Understands on-the-job training (OJT) requirements and skilled in maintaining OJT records. Specialized experience could be substituted with the following education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
