About the position: This position will be assigned to the Arts and Crafts Center at Minot AFB.
This is a Regular Full Time (RFT) Position (35 - 40 per week) minimum 35 hours a week, maximum 40 a week.
Medical/dental/retirement/sick/vacation/401K benefits are available to RFT employee.
Regular employees are eligible to use the fitness center, golf course, bowling center, clubs, and swimming pool.
Duties
Plans, develops, coordinates and manages activities of a diverse Skills Development Program which includes the following areas and activities; Automotive Skills, Arts and Crafts, Framing, and Sales. Provides general oversight and supervision of the Auto Skills Center. Studies directives applicable to the operation of the shop, as well as the Arts and Crafts books, manuals and catalogs. Plans and coordinates classes, workshops, craft fairs and contests for base populace. Plans and coordinates with other Service Activities to ensure cross marketing of programs to execute joint program ventures. Conducts surveys to determine local interest and existing or proposed activities. Plans overall program to provide optimum coverage of those areas in which there is substantial interest. Determines appropriate staffing and hours of operation.
Develops supply requirement to support the operation of the center based on experience factors and estimated for new programs or activities, initiates actions to obtain supplies through appropriated funds or nonappropriated funds channels. Responsible for tracking maintenance for all equipment and machinery; initiates work orders where warranted. Develops budget estimates to cover salaries, supplies, equipment and maintenance costs and compiles monthly reports of expenditures and revenues. Responsible for effective utilization of Rec Trac, tracking customers, daily financials and equipment maintenance.
Performs supervisory personnel management responsibilities. Assigns work to subordinates based on priorities and deadlines. Assures that mission and accuracy requirements are met; selects employees; hears and resolves grievances and complaints; initiates corrective and/or adverse action for performance or conduct; schedules and grants leave; and identifies training needs. Qualifying Experience:
Progressaivaly responsible for administrative, technical or other work which has provided a general knowledge of management principles and practices, or progressivaly responsible experience in one or more areas involving a skills development environment.
2 years specialized experience in a Skills Development program or facility which may include teaching art, restoring art, or working as an artist or 1 year related experience equivalent to the NF-III level or 1 year related experience plus a bachelors degree in a related area or a master degree in a related area. Must have the ability to read, write and speak English. Satisfactory completion of a National Agency Check with inquiries (NACI). Must be physically able to lift and carry objects weighing up to 50 lbs

Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does not allow for education substitution.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
