This position is located in the Logistics Services Division, Integrated Support Services Directorate, Chief Operating Officer.
Duties
The Program Specialist is assigned to a designated division of Integrated Support Services (ISS) and works under the general supervision of the Division Chief. The Program Specialist provides advice, professional and technical assistance and staff support to the division programs in a wide range of issues related to the management and continuing improvement of the programs, policies and procedures of the Offices and divisions within the ISS Directorate. The incumbent performs a variety of analytical and evaluative studies of these issues to determine their actual and potential effectiveness in achieving desired objectives. As assigned, the incumbent conducts special projects based on anticipated need, program growth or change. The incumbent applies state-of-the-art management techniques that focus on solving organization problems and improving service, quality, effectiveness, and efficiency. Customer focus, tactfulness, courtesy, and follow-through are key elements of this position. This is a confidential position, working closely with the Chief on all division activities.
Qualifications
Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.
Ability to manage and provide advice and liaison support to staff regarding administrative support processes such as human resources, budgeting/finance, and contracting/procurement functions.**
Ability to analyze organizational and operational problems and develop solutions using analytical methods to improve programs and processes.**
Ability to interact collaboratively with others exercising judgment and discretion in order to provide consultation and liaison services.**
Ability to communicate in writing.
Ability to plan, organize, and execute work.
