Duties
1. Provides authoritative technical advice on all aspects of grant/financial mechanisms across two current and overlapping fiscal years (Federal and State), across all open and active federal fiscal years (standard Not to Exceed five fiscal years for Cooperative Agreements), and through Continuing Resolution Authority (CRA) periods when applicable. Responsible for administering and coordinating a complex grants portfolio including Cooperative Agreements (CA) and highly technical special projects that have a value in the tens of millions of dollars and last up to two decades. Sets appropriate work priorities, applies knowledge of organizational needs and deadlines, and consistently follow-up to assure receipt of required documentation. Ensures recipients are in compliance with cooperative agreement awards' terms and conditions, established administrative and financial policies, procedures, and sound business practices. Performs complex financial and administrative analyses of a variety of grant mechanisms to determine if costs are reasonable, allowable and allocable.Incumbent serves as the USPFO's principal authority and subject matter expert in all Cooperative Agreements, Grants, General Terms &Conditions (GT&C), FS Form 7600s, Memorandum of Understanding (MOUs), support agreements, and grant matters. Advises USPFO, TAG, NGB-AQ-A, other senior officials (state and Federal) and staff regarding Cooperative Agreement and Grant complex matters, involving current and future plans and their effect on long term projects and programs within the state National Guard (NG). Provides training to Federal and state program managers and individuals with responsibilities associated with the Cooperative Agreements Program, ensuring applicable Program Managers and State Department of Military Affairs personnel comply with the provisions of regulations and laws pertaining to pertinent Cooperative Agreements. Develops and maintains reports to include the Financial Assistance Awards Data Collection (FAADC) reporting, CA Program status report to the USPFO, Installation Status Reports (ISR), and quarterly reports to the assigned State NG Chief of Staffs (Army, Air and/or Joint), Annual Assurance Statements, and various other required NG reports. Develops and maintains both internal and external Cooperative Agreement Standing Operating Procedures. Confirms available funds, monitors execution, and verifies distributions in all relevant different DoD financial management systems such as GFEBS, DEAMS, and DAI. Negotiates support agreements, collaborates with other ARNG, ANG units, and other Federal and non-Federal trading partners such as USAF, USN, USMC, USAR, USA (Active Duty), DIA, DLA, DARPA, GSA, GPO, USDA, NASA, DOE, USCG, and more. (30%).
2. Interprets, develops, and applies appropriate regulations, policies and procedures relating to a variety of grant mechanisms. Participates in grant review meetings with key organizational and non-Federal recipients and provides administrative and budgetary information. Reviews periodic and final financial status reports to ensure all obligations incurred meet conditions in DoD and NGB regulations, program guidelines, cost principles, and the specific limitations as stated in the Cooperative Agreements. Reviews audit results and makes recommendations for resolution of audit findings. Provides subjective recommendations to the warranted grant officer, based on data reflected in the financial status reports, determines necessary action and prepares necessary documents. (25%).
3. Advises others including Federal staff, and non-Federal recipients to accomplish the program goals. Keeps supervisors and staff informed of administrative issues and developments. Responds to questions and resolves problems for staff. Provides leadership and significantly contributes to ad-hoc or regular workgroups within the grants management community. Inspects and reconciles Program Manager records during the quarterly Joint Review Program (JRP) and assigns corrective actions as needed. Reconciliation of both federal and state books is required due to the federal and state cost-sharing partnerships. Provides technical authority in the development and review of policy and procedural issuances from the Department, the agency, and Operational Directorates. Reviews and comments on proposed changes in rules or regulations, conducts special studies, and prepares position papers and special reports. Responds to letters, memos, phone calls, e-mails, etc. with non-Federal recipient and Federal staff. (25%).

Requirements

Qualifications
GENERAL EXPERIENCE: Must have experience in progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.
SPECIALIZED EXPERIENCE: Must have 1 year experience equivalent to at least next lower grade level in the following: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
KNOWLEDGE REQUIRED BY THE POSITION:
Level 1-7 is exceeded: The position requires more than an in-depth knowledge of a specialized area, the cooperative agreements are diverse and cover both the Army and Air National Guard within several different organizations. ( i.e. ARNG and ANG Facilities Operations and Maintenance Programs, Security Guard Program, Challenge and StarBase Youth Programs; Full-Time Dining Facility Operations, Aviation Training and Base Operations, Electronic Security Systems Operations and Maintenance, Sustainable Range Program and Telecommunications, Distance Learning, and the ARNG Professional Education Center (PEC) Operations; and ANG Combat Readiness Training Center (CRTC) Base Operating Support, Air Traffic Control Activities, Fire Protection, Natural and Cultural Resources Management, Family Readiness and Support Program; and Homeland Defense initiatives for the ARNG and ANG).
Level 1-8 is met: Mastery of grants/financial assistance principles and policies; with over 80 different Federal and state statues pertaining to grants and cooperative agreements as well as support agreements; DoD and NGB grant policies and directives; Office of Management and Budget (OMB) circulars; and authorizing legislation and appropriation statutes.
Expert knowledge and skill with a wide range of business aspects of grant/cooperative agreement mechanisms including regulations, principles of cost planning, negotiation techniques, labor-rate analysis; pre-award, award, and post-award requirements; grant/cooperative agreement administration and termination; price/cost techniques; data analytics and forecasting problems.
In-depth knowledge of grant/cooperative agreement mechanisms and techniques including cost sharing arrangements, and special provisions of unique mandatory clauses required by law and federal regulations. With having to add modification to the agreements, monthly, biweekly or weekly depending on the terms of the agreement.
Ability to analyze and resolve complex problems in the absence of precedents.
Ability to design, implement, and evaluate new procedures.
Ability to work effectively with Federal programs (state NG and NGB) and recipient staff (nonprofits, local government entities and state government) in an overall team approach to obtain mutual goals; to resolve complex problems; and to serve as an authoritative source for interpreting and applying rules, regulations, and procedures.
Level 1-9 is not met: This level is typically credited to positions that have an Agency level impact. The position does not require a mastery of grants/financial assistance laws, principles, and regulations to generate new procurement concepts or to plan and manage or review and recommend to top management approval of procurements for the largest and newest or similarly critical agency systems or programs within a major industry or industries, typically characterized by most or all of the following: (1) Uncertainties involving the legislation, authorities, and scope of the program resulting from intense Congressional interest; (2) Unprecedented factual or contractual issues (e.g. stemming from the newness or complexity of the system or program, the departure from previous approaches, intergovernmental requirements, or comparable conditions) which require the origination of contracting innovations, concepts, or principles; (3) Contract negotiations which require balancing conflicting interests of extreme intensity, such as those resulting from the unlimited potential for future applications of the new product, or from public and political controversy culminating in the formation of special interest or lobbying groups, or from attention by the national news media thereby heightening the conflicts and increasing the negotiation problems.
