This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
Major Duties:
The Local Recovery Coordinator (LRC) is located in the Mental Health Care Line, reports directly to the Chief, Mental Health Service, and serves to assist in implementation of policies and procedures from the National Recovery Coordinator (NRC) and to facilitate implementation of recovery oriented services in Mental Health programs, which includes education of providers and veterans and their families on recovery and evaluation of implementation efforts.
LRC functions as a champion and advocate for the recovery model. LRC also serves as a recovery ombudsman to the MH Director, program managers, and staff on recovery and implementation of recovery-oriented services.
In conjunction with the Mental Health Director, the LRC develops a 3-5-year plan for the facility that identifies staged implementation of recovery-oriented services (e.g., use of recovery plans). LRC is responsible for coordinating the evaluation of recovery implementation at the facility and reporting results to the NRC. With guidance from the NRC, the LRC will implement measures to assess recovery policy and procedure adherence, as well as assess the extent that the recovery model is embodied in the MH programs. Whenever possible, national initiatives and tools will be brought to and utilized at the local level.
LRC develops a facility recovery education plan for providers and veterans and their families. Develops an ongoing education plan for providers includes, but is not limited to; recurrent didactic presentations about elements of recovery (e.g., recovery plans) and recovery implementation by experts; recurrent presentations by recovering individuals, especially veterans; information about community mental health support groups and other resources and how to make referrals; information about VA and national recovery materials and resources and how to access these; information about VA sponsored trainings and education on recovery (e.g., how to communicate recovery to patients and families); availability of recovery posters and brochures; training on cultural competency; and development and coordination of local recovery training as needed.
Develops an ongoing education plan for veterans and families which includes, but is not limited to periodic didactic presentations about recovery; presentations by recovering individuals, especially veterans when available; information about VA and community mental health support groups and other resources; and information about how to become involved in improving mental health care for veterans through the Consumer Council.
LRC serves as consultant to MH programs and recovering veterans in development of peer support groups, consumer counseling, and consumer operated services, as per local needs and resources. When available, community resources should be utilized, and LRC should be actively involved with community agencies providing the services. The Local Recovery Coordinator:
Advises MH Director on filling peer specialist positions and serves as a consultant to peer specialists.
Assists with VA regional or local recovery-oriented trainings, meetings, or conferences as needed.
Serves as a MH Liaison to the facility Consumer Council.
Meets at least quarterly via conference call with other VISN LRCs to coordinate a network response to recovery implementation and implementation of CO policies and procedures related to recovery.
Participates in facility MH leadership meetings and policy planning groups.
LRCs are also expected to spend a percentage of their time (but no more than 25%) engaged in direct clinical services providing recovery-oriented care to seriously mentally ill veterans.
May be assigned the responsibility for providing coordination within the VISN and serving as a Point of Contact to the National Recovery Coordinator and National Recovery Advisory Committee.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
Citizenship: Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.g.).
Education: Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling.
Licensure: Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. NOTE: It is VHA policy that a LPMHC who does not yet have a license that allows independent practice must be supervised by a licensed independent practitioner of the same discipline who is a VA staff member and who has access to the electronic health record.
Grade Determinations: Senior Licensed Professional Mental Health Counselor, GS-12
Experience, Education, and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex LPMHC experience equivalent to the GS-11 grade level. Senior LPMHCs must have five years of post-licensed experience that demonstrates possession of advanced practice skills and judgment, demonstrating progressive professional competency and expertise and be licensed to provide clinical supervision to trainees or unlicensed LPMHCs
Assignments. Senior LPMHCs provide treatment to patients with complex needs including multiple mental health diagnoses, and numerous psychosocial issues, using independent judgment. LPMHCs at this level provide clinical consultation to less experienced staff which may include coordinating crisis situations. Senior LPMHCs will provide clinical supervision to LPMHC staff and/or LPMHC trainees, and may serve as the subject matter expert for the discipline. Senior LPMHCs develop behavioral health related training curriculum and often conduct trainings for clinical staff. LPMHCs model ethical and professional behaviors and standards to include multicultural awareness. Senior LPMHCs meet routinely with inter- professional team members and leadership to communicate about program and patient issues for in depth problem solving. Senior LPMHCs collaborate with internal and external stakeholders and frequently serve as a liaison. This assignment is to be relatively few in number based on the size of the facility/service and applying sound position management. This assignment must represent substantial additional responsibility over and above that required at the full performance grade level and cannot be used as the full performance level of this occupation.
Demonstrated Knowledge, Skills, and Abilities.
In addition to meeting the KSAs for the GS-11 grade level, the candidate must demonstrate all of the KSAs below:
Advanced knowledge of and mastery of theories and modalities used in the specialized treatment of complex mental illness. Ability to incorporate complex multiple causation in differential diagnosis and treatment of veteran patients, including making psychosocial and psychiatric diagnoses within approved clinical privileges or scope of practice. Ability to determine priority of services needed and provide specialized treatment.
Advanced and expert skill in a range of specialized interventions and treatment modalities for Veterans with complex needs. This includes individual, group, and/or family counseling, or psychotherapy and advanced level psychosocial, and/or case management interventions used in the treatment of Veterans.
Ability to coordinate the delivery of specialized psychosocial services and programs. Ability to design system changes based on data.
Ability to provide subject matter consultation to colleagues and trainees on the psychosocial treatment of patients, rendering professional opinions based on experience, expertise and role modeling effective clinical skills.
Ability to teach, mentor staff and trainees, and provide supervision for licensure or for specialty certifications.
Ability to engage in written and oral communication with leadership/staff and community stakeholders regarding policies, procedures, practice guidelines, and issues pertaining to the practice of the profession.
Preferred Experience: Must have ability to provide supervision for LPMHC Certification.

Physical Requirements: Work, divided between office and clinical ward settings, is primarily sedentary. May require prolonged standing, moderate walking, and manual dexterity. Requires carrying light items, such as books, files, or laptop computer.
Work Environment: Works in a modern facility, well-lit and temperature controlled. Duties are performed in an office setting and/or on hospital wards and clinics where there is the possibility of exposure to contagious disease, infection, radiation, mechanical, chemical and electrical hazards. May require off post visits to community-based clinics, agencies or home visits. Requires use of computers and software programs. There is a possibility of violence requiring the use of good judgment, initiation of safety precautions, and practice of universal precautions or other good health and hygiene practices. Must adjust to frequently changing workloads and frequent interruptions.
