THIS IS AN INDIANA NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This position is in the Excepted Service under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA) This position is part of the IN USPFO, Indiana National Guard under Position Description Number PD#T5869000. Duties

Provides authoritative technical advice on all aspects of grant/financial mechanisms across two current and overlapping fiscal years. Interprets, develops, and applies appropriate regulations, policies and procedures relating to a variety of grant mechanisms. Advises others including Federal staff, and non-Federal recipients to accomplish the program goals. Performs qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of the Department of Defense Component GT and C, and Military Construction Cooperative Agreements. Performs other duties as assigned.

Requirements

  • Males born after 31 December 1959 must be registered for Selective Service.

  • Participation in direct deposit is mandatory.
  • In accordance with Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • This position requires a Secret security clearance; the incumbent of this position must obtain and maintain a Secret Clearance.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • Maintains appropriate agency grants management certification. Fiscal Law, Master Cooperative Agreement Training certification every 3 years
  • THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051.

Qualifications

THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. GENERAL EXPERIENCE: Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, training, or education in a wide range of business aspects of grant or cooperative agreement mechanisms including regulations, principles of cost planning, negotiation techniques, labor-rate analysis, pre-award, award, and post-award requirements. Experience, training, or knowledge in grant or cooperative agreement administration and termination, price/cost techniques, data analytics and forecasting problems. Setting appropriate work priorities, applying knowledge of organizational needs and deadlines, and consistently follow-up to assure receipt of required documentation. Ensuring recipients are in compliance with cooperative agreement awards' terms and conditions, establishing administrative and financial policies, procedures, and sound business practices. Performing complex financial and administrative analyses of a variety of grant mechanisms to determine if costs are reasonable, allowable and allocable. Must have at least 12 months of specialized equivalent experience to the next lower grade level.
