This position serves as a Program Assistant in the EEO Office and is responsible for assisting the EEO Manager in planning, development, implementation, evaluation, and monitoring of the affirmative action and equal employment opportunity programs in the VA Medical Center. Because of the broad scope, depth, critical, and sensitive nature of EO activities, careful attention to details and confidentiality are essential elements in this position.

Duties

Major Duties: Gathers, summaries, and analyzes statistical data related to the employment, recruitment, training, or other employment-related issues within the Medical Center. Maintains and monitors the Medical Center's system for collecting, recording, and updating minority employment statistics for recurring statistical reports. Prepares travel orders, travel vouchers, reimbursement vouchers, and other documents necessary to accomplish travel requirements. Develops segments of analytical reports, develops background data for evaluation, researches official documents, maintains complaint case files and provides support to the overall complaint counseling program. Gathers information, which may be of a confidential nature, in response to EEO counselor/investigator requests. Maintains confidentiality of these documents and any privileged conversations. Reviews all incoming EEO materials, including correspondence publications, regulations and directives, and information requests, and determines appropriate action and disposition. Maintains control records/suspense on incoming correspondence and action documents. Receives telephone calls and visitors; scheduling appointments, conferences and meetings as appropriate. Coordinates information and answers routine EEO technical questions from employees, complainants, supervisors and managers, and ORM staff, including EEO counselors and investigators. Collects information, makes contact with speakers for special events and finalizes material pertaining to special projects. Types from rough draft, a variety of correspondence reports, policy memoranda. Ensures correct typographical accuracy. Makes arrangements for investigations/formal hearings involved with the EEO process to include making hotel reservations for investigators and witnesses, scheduling hearing locations, assuring access to telephones by participants, scheduling hearing services of a court reporter or other means to take and transcribe testimony. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: GS-7 Specialized Experience: Must have one full year of specialized experience equivalent to at least the next lower grade level (GS-6) in Federal service that equipped you with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes: Knowledge of VHA organization, Medical Center programs and VA regulations and requirements. Knowledge of equal employment opportunity requirements and EEO regulations, procedures, policies, and practices, and skill in applying them in a wide variety of situations. Ability to identify relevant information during analysis and ability to select appropriate course of actions in a variety of situations. General knowledge of employment practices such as merit staffing principles and practices, and types of competitive and excepted appointments. Ability to accurately collect, compute, and assimilate various technical data. Ability to devise report forms or letters, compose correspondence, reports and other related material. Knowledge of grammar, spelling, capitalization and punctuation to transcribe material accurately. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary but includes some bending, standing, walking, and carrying of light items.
