Duties
Duties at the Full Performance Level:
-Responsible for providing guidance for IT security development and implementation plans, and conducting IT security testing and Assessment and authorization to meet department operations requirements, and ensure end users adhere to security policy and guidelines.
-Evaluates the IT security programs, including the implementation of security programs designed to anticipate, assess, and minimize system vulnerabilities.
-Coordinates with other IT staff on the development and implementation of information cybersecurity system and application policies, guidelines, standards, requirements, and procedures.
-Ensures the confidentiality, integrity, and availability of systems, networks, and data through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, procedures, and tools.
-Implements higher-level security requirements; participates in testing and implementation of new security technologies; participates in contingency or disaster recovery plans.
-Participates in the assessment of new systems design methodologies; institutes measures to ensure awareness and compliance; reviews and provides feedback on proposed new systems for potential security risks.
-Advises and assists staff in carrying out security development, implementation, operations, and maintenance requirements.
-Recommends ways to protect the bureau/office's information and information systems.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume.
GS-9: To qualify at the GS-9, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-7 level in federal service having demonstrated experience (gained through government or public service). Specialized Experience is defined as: 1) Experience in Information Technology (IT) risk analysis to protect information management systems, networks, and notify management of potential system vulnerabilities. AND 2) Experience in participating in the development of IT Cybersecurity processes, plans, and/or policies. OR You could otherwise qualify on the basis of Education having Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree with major study in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.
GS-11: To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-9 level in federal service having demonstrated experience (gained through government or public service). Specialized Experience is defined as: 1) Experience in the development and maintenance of IT Cybersecurity processes, plans and/or policies for IT risk assessments or active participant in an IT Security compliance program designed to meet Federal regulatory requirements. and 2) Experience in ensuring the IT confidentiality, integrity, and availability of systems, networks, and data through the development, implementation, maintenance, and enhancement of information systems security policies, procedures, and tools. OR You could otherwise qualify on the basis of Education having Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree with major study in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.

Note: Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Education
This vacancy announcement allows substituting education for experience at the GS-9 and GS-11 grade level(s). Applicants must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.
