The primary purpose of this position is to serve as Chief, Readiness and Integration Division in the Directorate of Manpower, Personnel and Services, at a major command (MAJCOM) with responsibility for directing the activities of the Division.
Duties
Exercises supervisory personnel management responsibilities at least 25% of the time, directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters.
As Division Chief, plans, organizes, and oversees the activities of the Division. Formulates program goals, plans, policies, and procedures and work plans dealing with the development and operation of command-wide readiness and integration functions and activities; participates in providing both technical and administrative direction to subordinate branch chiefs and through them their assigned nonsupervisory employees.
Establishes, develops, and maintains effective working relationships with officials of related and allied installation programs, as well as members of the business community, technical staff at major command level, special interest groups, and related businesses in the local community.
As Division Chief, develops Command instructions and procedures for review of program quality, progress, and effectiveness.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is described as serving in a role related to military readiness activities associated with deployments, to include planning, organizing, and directing the function. Experience includes personnel systems management, budgeting activities, manpower functions, and interpreting and providing policy directives.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to readiness, contingency warfighting, and integration.
Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Air Force organizations to provide command level staff guidance and/or AEF policy and guidance for contingency and exercise operations, MPA program, CHRIS, and plans, policies, and programs.
Understands the Readiness activities of the Command, to include AFFORGEN, FAM support, Accountability, ARC Utilization/Military Personnel Appropriation, Wartime Manpower functions, and functional support to AFMC Wargaming, the AFMC Operations Cell, and the AFMC Crisis Action Team.
Knowledge of AFMC Active Duty and Civilian activities and missions, and reserve organizational structure, functions, and policy directives.
Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
IDEAL CANDIDATE: Understanding of military readiness activities associated with deployments. Knowledge of active duty missions as it applies to wartime activities, reserve organizational structure, functions and policy directives. Knowledge of personnel systems management, budgeting activities and manpower and equipment force packaging.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
