This position serves as a Change Management Agent (CMA) within the Veterans Health Administration (VHA), Office of Emergency Management (OEM), and within the Office of the Assistant Under Secretary for Health for Operations, located in Martinsburg, West Virginia.

Duties

Duties include, but are not limited to: Assesses management priorities and resource needs across VHA to meet national, VISN and facility program objectives through the development and execution of stakeholder communication, relationship management, and organizational change management strategies consistent with HRO and Change Management principles and methodologies. Plans, develops and implements change management strategy based on a situational awareness of the details of the change and the groups being impacted by the change. Develops strategies and sets priorities and direction for educating key stakeholders on changes brought on by program office priorities focusing on the successful adoption of enterprise change initiatives. Builds awareness in staff at all levels of the value of a change management discipline, designing and deploying change management training for executive sponsors, leads, and coordinators, and designing and providing the ongoing coaching necessary to fulfill change management roles. Serves as an authoritative source and advisor to the national program office in the area of organizational and leadership factors that impact the ability to provide effective change management services within an organization throughout all phases of the project lifecycle. Ensures change management work, i.e., change management activities as specified in the change management plan, are performed by appropriate parties. Partners stakeholders to build long-term sponsor capability for leading change management within VHA for enterprise change. Monitors, executes, and makes recommendations to executive leadership, for adjustment, as needed, to the change management plan/strategy and activities that define successful change implementation. Oversees data collection, analytical techniques, and evaluation methodologies to develop documentation and recommendations on the appropriate approach in meeting existing and future strategy, communication and change management priorities Work Schedule: Monday-Friday 7:00am -3:30pm Travel Requirements: Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advanced notice and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Experience using analytical, evaluative and assessment methodologies to optimally apply far-reaching qualitative theories and procedures to major impact, highly visible activities. Experience identifying resistance and performance gaps, implementing corrective actions; developing metrics to track station progress. Experience developing and designing programs, project management techniques, approaches, tools and phases of a project lifecycle. Evaluating and applying appropriate measurement techniques and procedures to ensure compliance. Organizing, planning, directing and evaluating teams and/or work groups formed to address process actions. Experience communicating at all levels with a variety of diverse groups as a means to elicit necessary information, feedback and suggestions. Experience using Microsoft software and other applications to present findings, recommendations and metrics. You will be rated on the following Competencies for this position: Data Analysis and Interpretation Change Management Organizational Performance Improvement Preferred Experience: Knowledge of and experience in change management principles, strategies, and techniques required for effectively planning, implementing, and evaluating change in the organization. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary during non-emergency situations. However, during field exercises and operational support missions, it may require strenuous physical activity, including carrying equipment (up to 40lbs), walking long distances over difficult terrain, running, climbing, working long hours in primitive or arduous conditions, long periods of standing, bending, and stooping.
