This position is located in the Small Business Administration, Office of the Chief Information Officer in Washington D.C. This IT Specialist has responsibility for contracting officer's representative (COR) duties for information technology (IT) contract management, IT program and project management and automation/machine learning.

Duties

This position is ONLY open to surplus and displaced Small Business Administration employees eligible for the Career Transition Assistance Program (CTAP); displaced Federal employees in the local commuting area eligible for the Interagency Career Transition Assistance Program (ICTAP); and VEOA eligibles.

Qualifications

GS-12 Specialized Experience: One year of specialized experience, equivalent to the GS-11 grade level in the Federal Service, obtained in either the private or public sector: managing projects; monitoring and tracking computer outages; creating and updating status reports; updating personnel on system outages, contract, and project status. AND Additionally, an IT Specialist at this grade level must have IT-related experience demonstrating each of the following four competencies: - Attention to Detail: Is thorough when performing work and conscientious about attending to detail. - Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. - Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. - Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. All of these qualifications must be clearly referenced in your resume. This position contains a Quality Ranking Factor (QRF): Quality Ranking Factors represent knowledge, skills, or abilities that could be expected to significantly enhance performance in a position but are not essential for successful job performance and can be acquired on the job during a period of orientation/training customary for the position. A current/valid Federal Acquisition Certification for Contracting Officer's Representative (COR) level 1 or any successor/equivalent Defense Acquisition Workforce Initiative Act Certification for Contracting Officer's Representative level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled. All qualification requirements must be met by 11:59 pm (Eastern Time) on 01/29/2024.
