This position is located in the United States Department of Agriculture (USDA), Departmental Administration (DA), Office of Operations (OO), Material Management Service Center (MMSC), Consolidated Forms, Publications and Distribution Center (CFPDC). The primary purpose of this position is to serve as the Supply Management Officer providing administrative and technical supervision for workers in the CFPDC, and managing, developing, and analyzing the supply program, its policies, and systems.

Duties

Serve as the Supply Management Officer of the CFPDC, which serves all USDA Agencies and staff offices, other certain government departments, agencies, and offices. Serves as primary point of contact with headquarters to provide adequate computer applications to satisfy program operational and accountability requirements, and formulates, develops, implements and interprets policies, methods, and procedures. Supervises a group of employees performing work up to the GS-13 level and provides the administrative and technical supervision necessary to accomplish the work of the unit.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position to be filled. At the GS-14: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience 1) Planning and evaluating supply management functions to monitor productivity, supply demands and trends to improve program and operational efficiencies. 2) Coordinating operational support with other organizations on complex or controversial supply issues.3) Providing advice and guidance on supply policy and/ or regulations to upper levels of management regarding supply functions. 4) Supervising, managing and/or leading supply personnel in the accomplishment of organization goals. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education for the required specialized experience at the GS-14 level.
