You will serve as an Engineering Technician and Continued Unrestricted Operation (URO) Coordinator in the Engineering Division of the Engineering & Planning Department (Code 400) at the TRIDENT REFIT FACILITY, BANGOR. GS-11: $81,242 - $105,612 GS-12: $97,376 - $126,585

Duties

You will be responsible for the coordination of the Maintenance Requirements for Continued Unrestricted Operations to Design Test Depth (URO/MRC) Program for submarines. You will schedule assigned submarine URO/MRCs for accomplishment within respective periodicities and within constraints of ship’s conditions and other planned and emergent work. You will act as a single point of contact for communication with external commands regarding scheduling, and reporting accomplishment and required repairs performed relating to URO/MRC inspections and maintenance. You will conduct regular briefings to assist in work sequencing and coordinating to ensure the complexity of scheduled URO/MRCs will be successful with other planned work. You will schedule, direct and participate in the performance of visual inspections of hull and pressure boundaries along with engineering personnel. You will perform and initiate action of other engineering personnel to prepare necessary technical work documents directing the accomplishment of the required repairs of defects discovered during URO/MRC inspections. You will act to ensure inspections are performed, discrepancies are identified early in refit, and technical engineering technical work documents for repairs, departures, or waivers are issued as required. You will prepare, progress, and submit URO/MRC completion reports based on current URO reporting requirements. You will independently plan and carry out assignments in conformance with accepted policies and practices. You will resolve commonly encountered work problems and deviations by exercising judgment interpreting appropriate instructions, policies, and guidelines to solve often complex problems. You will plan and then ensure assignments are carried out if assigned to other personnel to accomplish completion reports supporting URO/MRC certification. You will provide direct action based on technical requirements analysis and evaluations in support of ongoing waterfront work required with sensitivity to operational schedule.

  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position will require shipboard work involving climbing ladders.
  • Must be capable of moving in and out of cramped and restricted spaces onboard submarines, around the equipment/system, with marginal accessibility, to visually inspect existing conditions and accurately assess and direct required repair actions.
  • The incumbent will be exposed to all shipboard and industrial work site conditions such as noise, radiation (with additional qualification required), weather, heat, dirt, dust, grease, oil, caustics, sand blast grit, paint fumes, etc.
  • The incumbent will be required to obtain and maintain additional qualifications to perform hazardous work in some shipboard tanks, in aerial lifts and using fall protection harnesses or respirators.

Qualifications

For the GS-12: Your resume must demonstrate one year of specialized experience at or equivalent to the next lower grade level (GS-11) or pay band in the Federal service or equivalent experience in the private or public sector planning and executing repairs, maintenance and/or alterations by developing and implementing technical engineering techniques and/or methodologies for the optimization of submarines' operational capabilities. For the GS-11: Your resume must demonstrate one year of specialized experience at or equivalent to the next lower grade level (GS-10) or pay band in the Federal service or equivalent experience in the private or public sector applying technical engineering methodologies by identifying and/or evaluating design deficiencies and proposing changes for the certification of submarines to full operational readiness.
