This position is located within the Construction Branch for the Eastern Federal Lands Highway Division (EFLHD), Federal Highway Administration (FHWA) in Ashburn, Virginia and Tupelo, Mississippi. The Construction Control Inspector is responsible for the physical construction of federal projects under the jurisdiction of Eastern Federal Lands.

Qualifications
To determine which grade(s) you may be eligible for, review the following grade specific details. You will be asked a few questions as part of the application process so make sure we can verify the specialized experience in your resume.
For the GS-12: You must have at least one year of experience, equal or equivalent to the GS-11 grade level, which included:
Experience with construction practices, methods, techniques, costs, materials and equipment required to manage complex and /or multi-phase road and bridge construction being completed under contract; AND
Experience with construction cost estimating and of the different cost elements such as labor, materials, equipment, overhead and profit and how to estimate and calculate each; AND
Experience surveying equipment, technology, and methods sufficient to provide oversight and quality assurance of the contractor’s surveys and sufficient to review survey computations and results performed by the contractor.
You cannot qualify for the GS-12 grade based on education, you must meet the specialized experience, which is cited above.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will also be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Building and Construction - Knowledge of materials, methods, and the tools to construct objects, structures, and buildings.
Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
Oral Communication - Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed.
Written Communications - Writes in a clear, concise, organized, and convincing manner for the intended audience.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
