This position is part of the Office of Environmental Management - Consolidated Business Center, Department of Energy. As a Contractor Industrial Relations Specialist, you will be responsible for supporting the senior Specialist in the planning and organizing of CHRM activities; formulating programs and determining policies and procedures related to the accomplishment of EM CHRM functions; and assisting with ensuring oversight of the Contractor Industrial Relations programs.

Duties

As a Contractor Industrial Relations Specialist, you will: Support current and future CHRM requirements across the EM complex; evaluate effectiveness of crosscutting CHRM operations; and actively institutes adjustments to meet organizational efficiency objectives, quality standards, and procedural, policy and regulatory compliance. Maximize support to all organizational elements supporting the EM mission. Conduct analyses of contractor proposals, negotiation of new or successor contractor approval requests, and revisions thereto, negotiation of changes and additions to, and evaluation of performance of the total industrial relations function associated with the contractor organizations. Perform both pre-and-post award CHRM functions across the EM complex. Inform management officials on current, and planned EM CHRM-related strategies. Evaluate contractor industrial relations programs, policies, and procedures of Federal labor laws and regulations (e.g., Service Contract, Davis-Bacon, Copeland, Anti-Kickback, Contract Work Hours, Fair Labor Standards, and Walsh-Healy Acts, Industrial Insurance Statutes, Employees' Retirement Income Security Act, and other pertinent statutes and executive orders). Evaluate changes to contractor industrial relations programs. Perform review and analysis of contractor labor relations, for both contractor management, labor organizations in resolving problems, and develop recommended approaches to Management, General Counsel, EM management. Support the senior Specialist with EM task groups and EM contractor human resources/industrial relations staff members in evaluating issues and developing appropriate responses to contractor human resources/industrial relations program vulnerabilities, or weaknesses. Conduct or collaborate in special studies involving EM's contractors' compensation and benefits, labor relations, affirmative action, employment, labor standards, or training programs requiring research, data compilation, and analysis of all pertinent EM contractors.

  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.

  • A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
  • Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
  • This position is not included in a Bargaining Agreement.
  • Occasional travel is required.

Qualifications

BASIC REQUIREMENT: There are no Individual Occupational Requirements for this series. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following Researching various Federal and State labor laws.; AND Assisting with development of reports and making recommendations for use by senior management.; AND Assisting with the budget processes and applying program management techniques to evaluate workforce projections and program changes. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as scoring in the in Well Qualified category (or higher). You must meet all qualifications and eligibility requirements by the closing date of this announcement.
