THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED INDEFINITE SERVICE POSITION.
This National Guard position is for a FACILITY OPERATIONS SPECIALIST (PROGRAM MANAGEMENT) TITLE 32 INDEFINITE, Position Description Number D1124000 and is part of the NH ARNG CFMO, National Guard.
This vacancy is to gather applications that may or may not result in a referral or selection.
Duties
The primary purpose of this position is to program, manage, schedule and direct the operations, maintenance and repair, rehabilitation and improvements to ARNG facilities often in a geographically separated area.
Work involves performing administrative work, operating and maintaining buildings, grounds, and overseeing contractors or skilled tradesmen performing facilities maintenance, construction / repair, or inspection services at ARNG facilities. Work typically involves coordinating and directing work performed by a variety of trades and labor employees and requires broad knowledge of such work. Such work requires administrative and managerial skills and abilities and a broad technical knowledge of the operating capabilities and maintenance requirements.
Duties will also include the completion of inspection reports, populating data bases, and carrying out directives to ensure compliance of codes and regulations that pertain to facilities and their operation, whether State or Federal. Programs assigned may include coordination of Master Construction Cooperative Agreements (MCCAs), Energy policies, development and implementation of Quality Assurance and Surveilance Plans (QASP), and responding to data calls and inquiries from National Guard Bureau.

- This is an INDEFINITE excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement. Not to exceed 31 Dec 2025.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.

Qualifications
Compatible military grade and assignment required prior to the effective date of placement. This is a Title 32 excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Military Grades: Enlisted E6 to E9; Warrant Officer WO1 to CW4; Officer 01 to 03
Compatible Military Assignments: MOS Immaterial
GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have 12 months equivalent to at least next lower grade level (GS-11) experience, education or training which demonstrates the knowledge of, and skill in applying, a comprehensive range of principles, concepts, and practices concerning equipment, facility, or service operations with complicated technical requirements that have no clear precedent or plan. Experience overseeing and implementing a program involving the identification and resolution of difficult issues or problems. Experience preparing budgets based on plans for maintenance, repair work, new construction alteration projects, replacement of existing equipment, or increase in services and processes to ensure program effectiveness.
Well qualified applicants will have experience in construction, construction management, professional licensure as Engineer / Architect, Project Managment Professional certification, or experience with State or Federal contracting procedures.
It is not necessary for applicants to possess the MOS/AFSC listed as compatible to the position in order to apply, however applicant must meet the qualifications for the position. It is applicant's responsibility to acquire a compatible MOS/AFSC within 1 year of appointment. Coordinate with your unit's training representative to determine whether or not you can qualify for a specific MOS/AFSC and/or receive training within the 1 year timeframe before accepting the position.
