***THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.*** This position is for a IT SPECIALIST (NETWROK), Position Description D2181P01 located at 165th Communications Squadron, in Garden City, Georgia. This is a full-time, Excepted Permanent, dual status position which requires Georgia Air National Guard Membership. Area of Consideration: Open to current members of the Georgia Air National Guard.

Duties

As an IT SPECIALIST (NETWORK), GS-2210-11, you will: Administer the base Local Area Network (LAN). Implement new network operating systems hardware and software and develop base wide network operating procedures. Analyze LAN utilization statistics through data collection and performance measures to ensure the smooth, reliable, and robust operation of LANs to include classified and unclassified networks. Coordinate LAN installation, maintenance, troubleshooting, and review, evaluate, and fine-tune components such as virtual servers, hubs, switches, and routers to achieve peak efficiency within the overall network connectivity. Assist in the development, configuration, installation, and maintenance of network systems to include the LAN/WAN. Receive network, communications, and related operating systems from various sources such as design centers and commercial vendors. Install, configure, and troubleshoot network and application server hardware, network operating system software, and peripheral network equipment such as routers, bridges, cabling system, network interface cards, modems, multiplexers, and concentrators. Develop and maintain base wide procedures for networks, system operations, backups, and product assembly and installation. Implement network operating system and/or network application software, and maintain contact with software suppliers to ensure that current releases of software products are in use. Perform system backups to ensure expedient restoration of the database for the respective network equipment. Assist customers on the use of office automation computers, local and wide area networks, and other automated tools. Recommend and prepare operating policies and procedures for networks, system operations, and product assembly and installation. Conduct problem analysis to identify trends, ineffective practices or procedures, and equipment shortcomings. Determine if the facility environment can provide for network system requirements, and if infrastructure is in place to support the system. Conduct in-depth analysis of network usage, user complaints, traffic interruptions, hardware and software capabilities, and other relevant factors. Change the components of existing equipment for efficient operation or recommends major modifications to existing systems. Plan for current and future technology integration and work issues for compatibility and standardization based on current and projected customer needs. Analyze LAN utilization statistics, performance measures, and system profiles to ensure network robustness in serving the business needs of the installation. Determine when improvements in networking capability are needed and makes detailed technical recommendations to the senior system specialist. Develop test procedures and participate in progress reviews with operating officials, system programmers, computer users, and others to determine the reliability and productivity, ascertain user friendliness, applicability to the work environment, and compatibility of system hardware and software with existing networks. Ensure applicable operation and maintenance policies and standards are maintained. Review literature, assess reports of state-of-the-art advances in software/hardware, and assess applicability and impact of introducing new developments to current configurations. Examine and evaluate alternative means of satisfying user requirements and make recommendations to users regarding the most effective and efficient automation approaches. Install and troubleshoot LAN data cables to transmission equipment to ensure proper connectivity. Maintain required information assurance certification IAW DoD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996 in order to ensure the rigorous application of information security and assurance policies in the delivery of network services. Serve as a network security administrator for a large number of users on the installation. Implement directed technical solutions provided by the Information Assurance Specialist required to bring the network into compliance with current network and/or operating system security measures. Set up and maintain account restrictions and user rights. Maintain user access controls (physical, personnel, software, and information security) using applicable security policies and regulations. Assist IT security specialists with applicable security policies and regulations and conduct risk analyses and security tests and evaluations. Track network security patches and ensures completion. Accomplish risk analyses, accreditation, and certification packages. Develop reports and submit to appropriate activities as required. Adhere to management control plan requirements by conducting self inspection and staff assistance visits. Resolve identified discrepancies. Perform other duties as assigned.

  • Must be able to obtain and maintain the appropriate security clearance of the position. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
  • An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. Specialized Experience: Candidate must possess at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where it involved summarizing the material and organizing it in a logical fashion.

Education

Substitution of Education for Specialized Experience - At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.

Major study-computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field.
