This position is located in the,Veterans Health Administration (VHA), VA Capitol Health Care Network (VISN 5), Beckley VA Medical Center, Facilities Management Service Line, Boiler Plant Section, in Beckley, WV. Boilers and boiler plants are essential to the operation of a VA Medical Facility by providing steam, space heating and hot water (for food preparation, sanitation, sterile processing service, system regulating stations, process equipment and infection control).

Duties

Duties to include but not limited to the following: The operation and operational maintenance/repair of single and multiple fuel, water or fire tube boilers, associated auxiliary and pollution control equipment. The "Utility Systems Repairer-Operator" is required to start, operate, adjust, stop, maintain and perform various operational repairs, troubleshooting, testing, calibration and preventive maintenance inspections on boilers and all auxiliary equipment The "Utility Systems Repairer-Operator" must perform Boiler Plant Safety, Operations and Operational Testing of safety devices or items on an hourly/ daily/ shift (H/D/S) basis. Works without the presence or availability of a supervisor on second shift, third shift and weekend shifts. The incumbent is required to perform all operations, maintenance, repairs within the boiler plant and has the authority to call in "off-duty" maintenance personnel for emergency issues within the facility Performs monthly/ 6 month/ yearly (M/6M/Y) operational testing, maintenance, and repair of the boiler safety devices. It requires the ability to recognize and determine the best method for correcting malfunctions and the skill to install, troubleshoot, maintain, repair and inspect a variety of heat and power producing systems and support equipment, the installation, maintenance, troubleshooting, repair and calibration of electronic controls, indicating and recording systems used on industrial machinery and equipment, as well as, knowledge of practical application of electronics, pneumatic, hydraulic theories and circuits that are applicable to power, indicating devices, pulse and counting mechanisms, including special purpose digital computers (microprocessors) dedicated to control functions. The incumbent must have thorough knowledge of the structural and operating characteristics which require constant attention to maintain safety, efficiency and control the formation of pollutants. The Incumbent operates all equipment through the use of electronic, hydraulic, pneumatic controls and zone charts, in conjunction with meters, gauges and computer-generated data, to determine adjustments or corrections necessary for proper boiler operations or changing load requirements Work Schedule: Rotating Shift Position Description Title/PD#: Utility Systems Repairer-Operator in Charge/PD21014A Physical Requirements: Incumbent frequently works in confined areas, in and around boilers and support equipment (i.e., auxiliary and pollution control equipment) and in tiring or uncomfortable positions. The work requires moderate to strenuous effort and long periods of walking, standing, climbing, bending, kneeling, stooping, and crouching. They occasionally work from scaffolds, platforms, ladders, or cat walks. They frequently lift and carry boiler parts, tools, equipment, and chemical supplies weighing up to 50 pounds unassisted and occasionally items weighing over 50 pounds with assistance of other workers or material handling equipment. Work Environment: The work is usually performed indoors on concrete surfaces where there is exposure to dust, dirt, chemicals, heat, steam, noise, and unpleasant odors. They occasionally service equipment outdoors under adverse weather conditions. They are continually exposed to the dangers of boiler explosions where the ramifications could easily result with property damage and personnel within several hundred feet of the boiler (i.e. VHA Boiler Plant Safety Device Testing Manual, Fifth Edition, Page 24, Consequences of a Failed Vent Valve 4.3.2), carbon monoxide poisoning, high temperatures, constant noise, rotating machinery, soot, dirt, grease, chemicals, oil and fumes in the work area and subject to the potential for burns, electrical shocks, cuts, strains, bruises, chemical irritations and abrasions. They are continually subjected to burns from acids, caustics, hot water, steam and contact with piping and boilers. In addition, they perform work and operations from scaffolds, catwalks, and ladders. To reduce dangers from these and other similar conditions, they follow prescribed safety practices and use safety equipment such as safety glasses, hard-toe shoes, respirators, hardhats, and fire-retardant gloves.
