THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: G3, Niantic, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Army National Guard. Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the Connecticut Army National Guard.

Duties

JOB SUMMARY: The purpose of this position is to develop and oversee the execution of the command's operations, training plans and policies. Provides staff planning and assistance to ensure the required training readiness objectives are achieved and deployment planning and preparation requirements are accomplished. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. The major duties include, but are not limited to: Formulates, oversees and evaluates overall training programs for the State. Develops and prepares annual operational and training budget requirements. Evaluates organizational readiness reports and makes recommendations for improvement/modification to organizational training programs. Develops, reviews and adjusts command level deployment and contingency operation plans. Directs scheduling and coordination for the use of training sites and facilities.

Qualifications

GENERAL EXPERIENCE: Experience demonstrating the ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise validate the ability to perform or learn to perform the duties of the position. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 12 months of specialized experience in the following: Experience equivalent to at least the next lower grade level (GS-9). Experience demonstrating knowledge of Army education and training programs regarding their principles and procedures. Experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures. Experience in scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies. Experience in the capabilities of communicative interpersonal skill applications and distance learning concepts. Experience as a participant and presenter during training and military or civilian conference events. KNOWLEDGE, SKILLS AND ABILITIES: Ability to adapt analytical techniques and evaluation criteria for measurement and improvement of program effectiveness. Knowledge in developing new or modified work methods, organization structures or staffing patterns for administering program services is a requirement of this position. Knowledge of a wide range of concepts, practices, regulations, policies, and precedents require comprehensive management advisory and technical services on substantive organizational functions and work practices up and down the Command. Skill to use analytical and diagnostic techniques sufficient to identify, evaluate, and recommend to management appropriate interventions to resolve complex interrelated operations problems and issues. COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.
