The Supply Technician serves in the Prosthetic & Sensory Aids Service James A. Haley VA Hospital, VISN 8, Veterans Health Administration, Department of Veterans Affairs, Tampa, FL. The primary purpose of this position is to ensure that prosthetic durable medical equipment is distributed to areas for Prosthetics.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-6. At the GS-5 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-6. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. These duties include, but may not be limited: Supply Distribution: Maintains stock at primary and secondary inventory locations for all clinical and administrative services. Involves pulling stock inventory and material from main inventory for delivery; replenishing and stock inventory; interacting with clinical and administrative customers to ensure issues and needs are identified and either resolved or escalated to supervisors or inventory Management Specialists as needed. Monitors expiration dates, rotates stock to limit outdates and removes items from use as required by outdates. Supports managers in checking inventory for stock identified for recalled items and hazard alerts. Ensures critical supplies are appropriately monitored and controlled, resolving deviations when possible, and escalating significant deviations to the Inventory management Specialists. Distributes items according to established or ad hoc requirements in computerized inventory management systems such as GIP. Purchasing: Processes purchase orders utilizing the government purchase card with minimal supervision for purchasing durable medical equipment against already established contracts and open market vendors. Resolves all discrepancies with the vendor. Maintains accurate records of transactions and completes all adjustments to computerized system before final payment to vendor is certified. Inventory Management Work: Performs inventory management related duties including elements of item management. durable medical equipment delivery, and inventory control. Maintains inventory for items that require frequent intervention, i.e., do not lend themselves to control through normal computerized or variable supply level formula, such as new items that come on the market. Qualifications

Specialized Experience GS-5: having one (1) year of Specialized Experience that equipped the applicant with the knowledge, skills, and abilities (KSA's) to successfully perform the duties of Supply Technician, and that is typically in or related to the position. To be creditable, specialized experience must have been equivalent to at least GS-4 grade level. Examples of qualifying specialized experience may include having practical knowledge of standard supply management procedures to perform work involving inventory and excess materials management; ability to interpret policies, procedures, manuals, and regulations, pertaining to supply/inventory management and federal acquisition systems; understanding of an automated inventory system, inventory package to include inventory maintenance, supply accountability regulations, warehousing procedures and safety regulations regarding storage of equipment, issuing stock and supplies, to monitor issues and receipts in support of stock replenishment processes; (such as, providing supplies and material to clinical and administrative areas of a complex health care facility; scanning, bar-coding, receiving, storing and distributing medical and surgical supplies, instruments and other material; pulling stock, replenishing stock and maintaining records on stock levels; monitoring expiration dates); and cleaning assigned areas in accordance with aseptic principles. OR Substitution of Education for Experience GS-5: Successfully completed four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university. (TRANSCRIPTS REQUIRED). OR Combining Education and Experience GS-5: Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements. (i.e., six (6) months of specialized experience and two (2) years of education above the high school level). (TRANSCRIPTS REQUIRED). OR SPECIALIZED EXPERIENCE GS-06: having one (1) year of specialized experience that equips you with the knowledge, skills, and abilities to successfully perform the duties of this position at the GS-06 level. To be creditable, the experience must have been equivalent to the GS-05 level in the Federal service. To receive credit for these skills, they must be documented in your resume. Qualifying specialized experience includes having knowledge of governing supply regulations, policies, procedures, and instructions applicable to the specific assignment; conducts extensive and exhaustive searches for required information; reconstructs records for complex supply transactions; and/or provide supply operations support for activities involving specialized or unique supplies, equipment, and parts such as special purpose laboratory or test equipment, prototypes of technical equipment, parts, and equipment requiring unusual degrees of protection in shipment and storage, or others that are unique to the organization's mission or are seldom handles; capable of performing routine aspects of supply specialist work based on practical knowledge of standard procedures, where assignments include individual case problems related to a limited segment in one of the major areas of supply management (e.g., cataloging, inventory management, excess property, property utilization, or storage management); utilizing an automated system to maintain inventory; and answers customer questions regarding supplies and materials); capable of defining and recognizing problems to collect applicable data and make recommendations for solution; and having expertise in computers and Microsoft office software programs such as Microsoft Word and Excel, sufficient to enter information and manage supply inventory. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is primarily sedentary when conducting purchasing functions for PSAS. However, while conducting inventory management functions, the incumbent may work comfortably in a warehouse environment, sitting, standing, walking, bending, lifting, carrying, retrieving and managing inventory. Prolonged periods of working at a computer terminal is required. Ability to retrieve equipment from a storage room is required. Climbing associated with stocking of equipment and other items in storage areas is necessary. The Supply Technician may carry/lift items weighing up to twenty-five (25) pounds. Normal safety precautions are adequate. The work involves moderate discomfort when visiting sites away from the office. At times, the employee may be required to wear protective clothing when visiting the Prosthetic and Sensory Aids Fabrication Laboratory. Often, walking between the main medical center and other parts of Prosthetics to conduct professional duties.
